Acts as a resource and consultant to District personnel and the community in the areas of State Law and regulations, Board of Education policies and District procedures related to school activity funds. Evaluate compliance across a wide range of areas including procurement, taxation, liability, current laws and regulations and Board policies with respect to school activity funds.

ESSENTIAL FUNCTIONS:
  • Serves as a consultant to schools ensuring compliance across a wide range of areas including Board policies, fund raising requirements, procurement guidelines, current laws and regulations and policies and procedures as outlined in the Activity Fund Manual.
  • Collaborates with school principals when bookkeeping vacancies occur by assisting the principal with financial reporting and handling activity fund bookkeeping requirements during the interim.
  • Provides training, consultation, technical assistance and support to principals, secretaries, bookkeepers and sponsors in the administration and record keeping requirements of all District activity funds.
  • Serves as a contact for school principals, secretaries and bookkeepers regarding Activity Fund daily procedures, cash management, purchasing guidelines, invoice processing, and payroll processing.
  • Conducts activity fund audits for schools/departments with an authorized activity fund account.
  • Acts as a liaison between the APS Audit Committee and principal when a school receives a non-compliant audit rating assisting the principal in the creation of a corrective action plan addressing the findings and providing recommendations and training, when necessary, to assist in improving compliance level.
  • Updates the Activity Fund Manual and activity fund policies and procedures in accordance with Federal/State Law, Board Policy and District procedures.
  • Possesses the ability to provide information in a clear and concise manner and to work with the public and District personnel at all levels. A great deal of tact and diplomacy are required in dealing with uncomfortable, troubled or negative situations.

PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:
  • Four years APS activity fund experience as an activity fund bookkeeper
  • Knowledge of Accounting software programs with direct experience in EPES School Accounting software
  • Ability to audit sites, conclude and makes recommendations
  • Effective communication skills, both verbal and written
  • Flexibility, organization, decision-making and problem solving skills
  • Interpersonal skills with diverse populations in-person, via email and on the telephone
  • Knowledge of APS community, computer system, financial and legal requirements
  • Ability to meet deadlines, work on multiple projects and coordinate the work of others
  • Knowledge of word processing, database and spreadsheet software
  • Understanding of basic math and bookkeeping concepts and processes
  • Knowledge of investigation, presentation, negotiation, diplomacy and professional judgment
  • Knowledge of government/District operations
  • Possesses the ability to work independently and on multiple tasks
  • Ability to effectively train activity fund bookkeepers
  • Ability to research issues and legal requirements

REQUIREMENTS:
  • High school diploma or GED
  • Four (4) years' experience in accounting/bookkeeping or related field.
  • Valid New Mexico Driver's license with insurable driving record.
