Job Description:

Plans and implements activities related to the procurement of raw materials, goods and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations.

Essential Function:
  • Sources, negotiates, and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, license and subscriptions, and/or supplies necessary for operation of an organization.
  • Reviews proposals, negotiates pricing and terms and conditions, selects or recommends suppliers, analyzes trends, follows up with orders placed, verifies delivery schedules, approves payments, and maintains necessary records. May also prepare request for proposals (RFP) and bid packages.
  • Compiles and analyzes statistical data to determine feasibility of buying and repairing products and to establish price objectives. Evaluates bids and selects suppliers based on price, delivery, quality, and service to obtain best overall value for L3Harris. Monitors performance of suppliers.
  • This position requires close, professional & courteous daily interface with internal and external customers and all levels of leadership. Applicant must have excellent communication skills and a thorough understanding of cross-functional interactions as they relate to Depot activities. Strong organizational skills, prioritizing, and the ability to multi-task and interact with several individuals at once is a must.
  • Candidate must be willing to be on call, work over-time, weekends, and odd shifts, as program support requires.
  • Experienced professional with proficient knowledge of job area and practical knowledge of project management. May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.
  • Works under general supervision. May be responsible for entire projects or processes within job area. May be responsible for providing guidance, coaching and training to other employees within job area. May manage projects at this level with responsibility for the delegation of work and the review of others' work product.
  • Communicates with contacts within and outside of own department and may occasionally have responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.). Explains and interprets processes and procedures to others within and outside the job area. May work to justify and gain cooperation regarding processes, practices and procedures.
  • Work consists of making moderate enhancements or improvements to systems and processes to solve problems or improve effectiveness of job area. Opportunities for problem solving and innovation are general, and may require understanding of broader set of issues but typically are not complex. Problems may require understanding of other job areas. Problems are typically solved drawing from prior experiences, with analysis of the issues.
  • Works to achieve operational targets with moderate impact on departmental results. Contributes to the completion of specific programs and projects. Exerts some influence on the overall objectives of the project.


Qualifications:

Education & Experience:
  • Requires proficient knowledge of job area. May have practical knowledge of project management. Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • This position requires an Active DoD security clearance at the Secret level and must be able to maintain the clearance, which requires U.S. citizenship.
  • SAP Experience, PC skills in MS Office, with Word and Excel formats.
