Job Description:

The Pursuits and Programs - DoD team is in need of a Specialist Project Engineer. This engineer will develop the leadership skills for execution of larger programs and pursuits projects. This will include shadowing project engineers assigned to larger programs, and to become the lead on smaller programs. The targeted skills progression will include coordinating the efforts of a cross functional team of product Chief Engineers, Chief Systems Engineers and working with the Program Manager, program finance, schedulers, procurement and manufacturing teams for program success. The successful candidate will apply broad engineering knowledge, combined with project management skills. The candidate will be assigned smaller programs to lead and build skills.

This engineer will also team up with the P2D Pursuits Lead to project engineering knowledge and experience to partner with Business Development and Sales. This part of the position is at the front end of the business to influence and shape new business opportunities, with an emphasis on engineering systems and new product features, such as Soldier Systems. The successful candidate will help track ongoing opportunities with engineering content for DoD customers as well as project workforce demand of engineering resources for leadership based on projected opportunities.

Essential Functions:

  • Broad in nature and may encompass multiple phases of a program lifecycle to include Pursuit, Development, Production, Testing or Post-Delivery Support
  • Build the skills to become Project Engineer
    • Accountable to both Program Manager and Engineering Leadership Team: serve as the program focal point for all engineering development, deliverable definition, resource allocation, task assignment and completion, problem solving and decision making necessary to accomplish program goals
    • Responsible for the day-to-day tactical duties for assigned programs. Coordinates all engineering aspects of the program to meet scope, schedule and design to cost goals within the program guidelines set by Program Manager and the engineering team
    • Uses project management practices for resource planning, personnel oversight, and cost/schedule tracking
    • Develops, manages, and maintains all aspects of program-level risks, including mitigation strategy and cost
    • Maintains scope control through disciplined change management
    • For Pursuits :
      • Work in conjunction with P2D Pursuits Lead, PM, Proposal manager, Chief Engineer and Chief Systems Engineer, to decompose business case and customer contract requirements into WBS elements, support the development of detailed BOEs, construct IMS, determine technical deliverables and associated program risks and opportunities.
      • Aid the P2D Pursuits Lead to:
        • Provide architect design for tactical communications systems with L3Harris products in a networked, tactical radio environment directed toward customer needs and their concept of operations (CONOPS).
        • Work with hardware and software designers to conceptualize new, or enhance L3Harris products and features to fulfill customer communications needs for current and future battlefield environments.
        • Maximize architecture performance, taking into account CONOPS and environmental constraints
      • Ability to work in a cross functional environment with sales, program management, engineering, and contracts
      • Prepare periodic reports of engineering workforce demand based on tracked new business opportunities.
      • Travel - up to 25% domestic travel is possible
      • Active US DoD Secret Clearance; or, ability to obtain a US DoD Secret Clearance

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant Project Engineering experience. Graduate Degree and a minimum of 2 years of prior related Project Engineering experience. In lieu of a degree, minimum of 8 years of prior related Project Engineering experience.


Preferred Additional Skills:

  • Familiarity with L3Harris tactical radio products
  • Experience with project management processes throughout entire project life cycle
  • Previous project leadership experience
  • Experience supporting government proposals and programs
  • Experience in working with cross-functional / cross-discipline team
  • Experience with Earned Value Management System (EVMS)
  • PMP Certification is desired
  • Ability to clearly articulate direction, status, issues, risks, and opportunities, to team, peers, leadership and the program team.
  • Ability to partner with stake holders and team leaders to identify needs and develop marketable Tactical Communication System solutions which provide value to the customer.
  • Proven and effective communications skills, interpersonal skills, customer mission focus and results oriented.


In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Washington State and New York State is $74,000 - $138,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
