Health & Welfare Plans subject matter expert, responsible for operations of the Exelon's Health & Welfare Plans, including COBRA, Retiree Health care and FSA/HSA, severance, tuition assistance, adoption and additional plans and programs. Partners with HR professionals, ERISA and Employment Legal, Labor, OHS, IT, Benefits Strategy and Payroll to assure H&W Plan compliance and operational excellence. Provides vendor management for third party administrators (TPAs) related to delivery of H&W administration services. Understands the end-to-end administration processes and creates/designs new processes. Works directly with the H&W Plans Administrator to resolve plan, policy or ERISA appeal issues.

PRIMARY DUTIES AND ACCOUNTABILITIES
  • Subject matter expert in H&W plans and programs, plan administration and H&W benefit plan compliance assuring accurate and in compliance administration of the Exelon HW Plans and programs.
  • Vendor management of TPAs, participating/managing key projects and assuring TPA compliance with contractual performance standards, Plan requirements, and applicable legislation including ERISA, the Internal Revenue Code and the Department of Labor. Includes evaluating H&W plan provisions and bargaining contracts for accurate operations.
  • Leads H&W benefit plan presentations for employees and meets with key executives joining Exelon or retiring to provide personalized benefits information, including executive benefits, to them.
  • Identifies, develops, and implements process improvements to ensure accurate and high quality plan administration and high customer satisfaction, including analysis of data as needed.
  • Partners with the TPA to support Open Enrollment, including COBRA enrollment, severance enrollment, and benefit deduction and earnings payroll and accounting planning and reconciliations,
  • Assists business units, TPAs, and the Employee Service Center in resolving escalated participant issues regarding matters of plan design and administration

POSITION SCOPE
  • Responsible for administering plans according to Exelon plan documents and legislative compliance
  • Significant independent decision-making opportunities and responsible for setting operational direction.
  • Interaction with company executives to communicate benefits, as required.
  • Operates independently with little or no supervision.
  • Working effectively in a team environment with strong interpersonal skills


MINIMUM:
  • 4-year degree (or 3 to 4 years experience in H&W benefits in lieu of 4-year degree) and a minimum of 3 to 8 years or more in H&W corporate benefits, benefits administration or consulting.
  • Excellent written communications and analytical skills\
  • Project management experience and skill set.
  • Proven ability in vendor management
  • Ability to analyze and summarize data and prepare solutions for management review
  • Excellent customer service skills, strong communications skills, and solid project management skills.
  • Understanding of H&W Plans.
  • Ability to work well in project environment.
  • Makes decisions based on analysis of relevant information including plan documents, problems, root cause analysis, priorities, critical issues, and alternatives.
  • Works with others to achieve common goals that result in more than what could be done individually.
  • Advanced skills in accountability, ownership and a strong sense of urgency in responding to customers
  • Knowledge of applicable laws and regulations
PREFERRED:
  • Certified Employee Benefits Specialist HW courseor other H&W course completed
  • Experience in H&W Corporate Benefits or H&W TPA
