Under direction of the Department of State Hospitals, Statewide Quality Improvement (SQI) Division's Enterprise Health and Safety Chief (Staff Services Manager III), the Sr. Emergency Services Coordinator (Sr. ESC), serves as the Subject Matter Expert (SME) in a variety of tasks related to federal and state disaster planning response, mitigation, and recovery within the State Hospital structure and work environments (Forensic Psychiatric Hospitals and Community Programs).

Representing DSH with authorized communications and coordination to the California Governor's Office of Emergency Services (CalOES), the California Department of Public Health (CDPH) Medical and Health Coordination Center (MHCC), Emergency Medical Services Authority (EMSA)and other California Health and Human Services Agency (CalHHS), the Department of General Services (DGS), and the California Department of Corrections and Rehabilitation (CDCR), California Technology Agency (CTA).

Supporting the DSH Executive-level Unified Hospital Command Group (UHCG) during activation of the Department Operations Center or local Hospital Incident Management Teams (HIMT).

Identifying and providing DSH proposals for emergency planning projects to obtain federal and state disaster assistance funding related to enhance hospital and community program disaster preparedness, response, mitigation, and recovery.

Acting as the DSH Statewide SME with knowledge and understanding of California State and local government emergency operations preparedness planning, response, mitigation, and recovery.

Serving as a liaison with federal, state, and local partners to assist in the coordination of disaster preparedness, response, mitigation and recovery planning operations.

Coordinating a statewide hospital team of Emergency Services Coordinators and guide initiatives such as Emergency Operations Plans, Emergency Business Continuity Plans, Hazard Mitigation Plans, ESC training requirements, mutual aid and support within DSH, Hospital Incident Command System (HICS) roles and responsibilities, table-top and fully functional exercises, and utilization of emergency notifications systems (ENS) and recording, reporting and After Action Reports (AAR) to improve the DSH emergency preparedness posture.

Working effectively under pressure and adversity during emergency fire/life/safety situations involving DSH executive decision makers, oversight agency leaders, and key stakeholders and experience within an Incident Command Structure (ICS) or Hospital Incident Command Structure (HICS).

Working Conditions
  • This position is currently offered with the potential for a hybrid work environment. Consistent with Policy Directive 5338, Telework may be considered with prior approval from management. Travel throughout California site visits, including overnight travel, to DSH partnered treatment facilities will be required with prior notice.
  • Incumbent must comply with Government Code Chapter 3 State Employee Telecommuting Program [14200-14203] (Chapter 3 added by Stats. 1990, Ch. 1389, Sec. 1.) that disallows California state employees to reside out of state while performing their work duties. Travel of 35-50% is required to all DSH locations statewide.
  • Eligible for Safety Retirement - this position requires that the employee continue their ongoing responsibility (at least 51% of their time) towards the protection and safeguarding of public and property as well as continued activities that provide regular and substantial contact with incarcerated individuals.
