The Senior Grants and Contracts Specialist will work independently with grants, contracts, and clinical trial agreements from a variety of sponsors and funding agencies that may be federal, non-federal, state and local government, private foundations, and pharmaceutical companies. Will be responsible for pre-award functions such as providing official review, approval, and on-time submission of the proposal while being sure to ensure accuracy and compliance with program announcement, organizational and federal regulations. In addition to pre-award functions, the Senior GCS will perform some post-award functions such as award analysis and account set-up, and issuance of the federal sub-award, along with other award related agreements (e.g., consulting agreements, service agreements, or the Business Associate Agreement). The Senior GCS will coordinate with other department team members to ensure the award terms and conditions are met from award acceptance through close-out.

Qualifications:
Minimum Education
Bachelor's Degree Business, Health Care, Public Administration or related field. (Required)
Master's Degree In similar fields. (Preferred)

Minimum Work Experience
3 years Progressive experience in grants or contracts related to biomedical research, and/or healthcare/medical programs and services. Preferred office environment is central or department administration, office of sponsored programs, office of research administration, university or medical center setting, or federal grant-making agency. (Required)

Required Skills/Knowledge
Working Knowledge: NIH Grants Policy Statement (12/03), FAR and DFAR clauses, OMB Circulars A-110, A-122 and A-133 in addition to 45 CFR Part 74, Appendix E.
Math Ability Level: Basic Algebra and Statistics. Perform basic algebraic equations and statistics (average).
Human Relations Skill Level: Critical.
Computer Skill Requirements: Critical. Hardware: PC compatible. Software: MS Office including Word and Excel are critical. MS Access and PowerPoint are a plus. HBOC Trendstar is a plus.
Ability to use formatting commands and higher level commands and functions are a plus.

Required Licenses and Certifications
Willingness to achieve credentialing as Certified Research Administrator (CRA) within three years of employment. (Required)

Functional Accountabilities
Pre-Award Services
  • Serves as expert advisor to faculty, and other departments for general inquiries and concerns.
  • Provides official proposal review to check for errors, missing or incomplete information according to sponsor requirements and proposal guidelines.
  • Forwards appropriate documents to signature official (SO) as needed.
  • Coordinates timeline for proposal submissions.
  • Submits the final approved proposal to the funding agency or sponsor.
  • Responsible for negotiating legal terms and conditions for the industry sponsored clinical trial agreement.
  • Forwards requests for patient-care budgets to the Clinical Trial Office (CTO) as needed.
  • Responsible for review and contract negotiations.
Post-Award Services
  • Responsible for award analysis and account set-up.
  • Responsible for review and submission of the scientific progress report, JIT requests and other similar requests.
  • Responsible for review and submission of administrative requests such as change in scope or key personnel, no-cost extensions, supplemental requests, etc.
  • Responsible for updating department information systems and official records to keep information accurate, complete and up-to-date at all times.
