The Virginia Department of Social Services (VDSS), Division of General Services is currently seeking a Sr. Procurement Officer. This is an advanced level professional purchasing position responsible for the procurement of a variety of goods and services in an efficient and cost effective manner to support the divisions of VDSS. Position performs complex procurements of Non-IT and IT goods and services, and other highly technical goods and services in support VDSS. Performs all procurement activities related to the development of formal and informal Request for Applications/Proposals (RFA/Ps), Invitation for Bids (IFB), Request for Information (RFI), and eVA . Quick Quotes in accordance with applicable Federal laws, the Virginia Public Procurement Act, the DGS/DPS Agency Procurement and Surplus Property Manual (APSPM), VITA and Department policies and procedures to support both the agency's internal and external customers. Fulfills resulting contract management responsibilities including modifications, renewals, and other contract or compliance actions. Position maintains assigned procurement and electronic and paper contract files. Assist in the development of internal policies and procedures. Position provides training, assistance and guidance to internal and external customers and suppliers in procurement processes, Department of Small Business and Supplier Diversity (DSBSD) certified Micro and SWaM business requirements, the correct use of the Commonwealth's electronic procurement system (eVA) and training, as needed.

Minimum Qualifications
  • Extensive working knowledge of federal and state government procurement policies for the purchase of Non-IT and IT goods and services.
  • Familiarity with federal government procurement policies.
  • Demonstrated ability to interpret and apply state procurement regulations, policies, and procedures.
  • Demonstrated experience in developing formal and informal Request for Applications/Proposals (RFA/Ps), Invitation for Bids (IFBs), and other contractual documents, and administrating contracts.
  • Advanced knowledge of spot, term, sole source, and ordering agreements for goods and non-professional service procurements.
  • Demonstrated experience researching techniques for obtaining goods and services.
  • Experience analyzing data, developing reports, and applying business rules.
  • Ability to plan, organize, and manage multiple projects simultaneously.
  • Demonstrated ability to effectively communicate orally and in writing.
  • Demonstrated experience leading a team or group through the multiple phases of a procurement process.
  • Demonstrated experience developing and conducting procurement training.
  • Demonstrated ability to reflect strong interpersonal communication skills and work both independently and alongside staff and all levels of management in a positive and professional business-like manner.
  • Demonstrated ability to reflect excellent business writing skills and oral communication skills with experience in preparing and conducting written and oral communications and presentations.
  • Demonstrated ability to be detail-oriented, prioritize tasks, show initiative, maintain a professional demeanor and function effectively with little direct supervision.
  • Demonstrated ability to perform all procurements quickly and accurately while maintaining consistent high standards of form, content, and outcomes that meet the expectations of all stakeholders.
  • Demonstrated ability to coordinate actions and activities between business staff, management, and contractors to successfully resolve contract disputes.
  • Demonstrated ability to conduct effective competitive and non-competitive negotiation.
  • Skill in the use of MS Office (Word, Excel, PowerPoint) and other databases, and the eVA procurement system.
Additional Considerations
  • Current or previous state, local, or regional experience working with the Virginia Department of Social Services.
  • Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), Virginia Contracting Master (VCM) or Virginia Contract Officer (VCO) certification.
