Summary

This position is located in the Division of Radiological Safety and Security; Decommissioning, Reactor, and ISFSI Health Physics Branch, in Lisle, IL. The supervisor is David Hills. This position is subject to the Confidential Financial Disclosure reporting requirements. This position is in the Bargaining Unit of the National Treasury Employees Union Chapter 208.

Duties

The successful candidate will implement inspection programs associated with the DRIHP Branch and represent the NRC with the licensees and the public. Such duties include but are not limited to:

  • Leads Independent Spent Fuel Storage Installation (ISFSI) inspection program activities (or other programs designated by the branch chief) including coordinating inspection scheduling and periodic communication with licensees. Ensures program requirements and needs are met, branch influence in decisions, and appropriate information is disseminated. Actively pursues interactions and maintains professional contacts with Agency counterparts in areas of technical and program responsibility and leads/participates in related communication, assessment, regulatory, and improvement initiatives.
  • Conducts inspections of facilities to ensure compliance with the license, regulations, codes, standards, and licensing basis, communicates the issues, including generating associated inspection reports, and assists other inspectors in doing so.
  • Initiates enforcement actions when inspection findings indicate a violation of the license or NRC rules and regulations. Manages the handling of allegations and enforcement actions and assists other inspectors in doing so.
  • Leads inspections of reported problems, incidents, abnormal conditions, and allegations involving or pertaining to nuclear facilities. Evaluates overall licensee performance and identifies areas which should receive additional attention.
  • Participates in NRC communication/out-reach initiatives involving licensees, industry, the public, and federal, state, and local officials.


A candidate is required to be a fully qualified NRC inspector under NRC Inspection Manual Chapter (IMC) 1245, 1246, 1247,1248, or equivalent. The selectee will be expected to expeditiously work on and qualify to IMC 1246, Appendix B3 "Training Requirements and Qualification Journal for Independent Spent Fuel Storage Installation Inspector" (or IMC 2690, Appendix C, if applicable), if not already completed. Also, the DRIHP Branch is responsible for inspection across three health physics related business lines (ISFSI, decommissioning, and operating power reactors (radiological safety portion) and places value in the ability to work across the business lines to provide resource/program flexibility. After the ISFSI qualification, the selectee is expected to make reasonable progress in cross-qualifying in these other business lines and conducting associated activities.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience includes experience that demonstrates experience in the technical aspects of NRC programs and policies and inspections relating to programs that require work with radiological safety technology, including radiation physics and dosimetry, with particular emphasis on the use of ionizing radiation in medicine and industry.

Education

To qualify for this position, you must meet basic education and professional knowledge requirements that apply to Federal engineering positions and/or health physics at all grade levels, in addition to the specialized experience requirements.

EDUCATION/PROFESSIONAL KNOWLEDGE REQUIREMENTS:

Regardless of the grade level of this vacancy, candidates for Federal Government professional engineering positions must meet certain basic professional knowledge requirements. Generally the knowledge requirements are met by having a bachelor's or higher degree in a relevant professional engineering discipline (e.g. nuclear, electrical, mechanical, metallurgical, structural, chemical) from a school of engineering with at least one professional engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). However, if you do not possess such a professional engineering degree, you may still satisfy the professional knowledge requirements if you have current Professional Engineer (P.E.) registration in one of the relevant disciplines from any U.S. State or Territory; or if you successfully passed an Engineer-in-Training (EIT) written examination administered by a State Board of Engineering Examiner's; or if you have either a related professional degree or at least 60 semester hours of specified engineering-related college courses combined with at least a year of professional engineering work experience performed under professional engineer supervision and guidance.

OR

Candidates must have a thorough understanding of theories, principles, and practices in the general field of health physics, evidenced by possession of a bachelor's degree in a natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, and mathematics, including calculus or equivalent, OR completion of the courses listed above, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics.

Additional information

The duty location of this position is Lisle, Illinois. In general, employees are expected to be in the office 4 days per pay period. Telework schedules are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
