Duties

The successful candidate will perform the full range of Sr. Security Specialist (Safeguards) duties.

Such duties include but are not limited to:

1. Planning, developing, implementing, managing, and evaluating the agency's SGI program. Conducts the most difficult analysis on SGI issues, problems, requirements, and systems applicable to reactor and materials licensees. As a result of such analysis, recommends new or revised criteria, standards, and guides. Reviews current SGI procedures and practices for adequacy. Ensures that program policy positions are current, accurate, and designed to ensure optimum security efficiency, effectiveness, and economy. Implements national level guidance in establishing agency standards, guidelines, or policies for protecting SGI.

2. Providing technically authoritative guidance to senior management on dynamically changing, fast-paced, emerging issues in the SGI and national security arenas. Researches, studies, and evaluates SGI issues and develops appropriate policy to support NRC internal programs and licensee information security programs. Serves as the technical authority on the development and interpretation of SGI guidelines, policies and regulations as administered by the NRC, licensed facilities, NRC contractors, agreement states and private individuals. Provides expert technical guidance and advice to mid and senior level management in assessing and resolving classified and sensitive unclassified issues at NRC-licensed facilities. Serves as an agency expert in matters of information protection related to classified and sensitive unclassified information. Advises and provides comments/recommendations to mid and upper management in the planning, development, implementation, and review of security policies, standards, and procedures for licensee activities to ensure continuing effectiveness, uniformity, and consistency. Develops specific guides related to information protection within the scope of NRC policies on classification or designation of sensitive and SGI. Provides expert guidance to staff regarding all aspects of information protection (i.e., access, storage, handling, transmission) for use by NRC and its licensees, contractors, and other authorized holders.

3. Representing NSIR and NRC at meetings with other NRC offices or regions, the public, licensees, or other Federal or State agencies to discuss NRC policies and procedures regarding access and handling of sensitive information. Provides liaison with other NRC offices to support NSIR's participation in management meetings and other forums within and outside the agency. Provides expert advice and assistance to NRC boards, panels, and administrative law judges regarding SGI designation and handling. Serves as a subject matter expert for enforcement conferences and actions which may involve mishandling or other wrongdoing in the handling of SGI.

4. Conducting security inspections at all levels of the NRC, licensees, and other stakeholders to verify that classified and sensitive unclassified information is being protected in accordance with national and NRC requirements. Provides support in the application of information protection policies and procedures to NRC licensee activities by determining those specific sensitive areas where information protection guidance is required or must be interpreted. Develops specialized training for information protection related to NRC objectives and conducts seminars/workshops to further the knowledge of individuals authorized to receive sensitive information. Acts as senior member of the Information Security Branch in dealing with other Federal agencies, international organizations, or other individuals pertaining to SGI.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge in the application of support services to the agency, including all aspects of handling of safeguards information and classified materials, and the construction, accreditation, and certification of vault type rooms at the licensee facilities.

2. Demonstrated knowledge in the application of the preparation and maintenance of rosters of NRC and NRC contractor personnel authorized access to safeguards information, classified information, and specialized information.

3. Demonstrated knowledge in the application of the maintenance and control of access to all SGI facilities.

4. Demonstrated knowledge in the application of classified records management and SGI requirements including Freedom of Information requests.

5. Demonstrated knowledge in the application of Commission level meetings and public meetings recognizing all protocols and policies of the Commission in the protection of SGI or classified information.

SPECIALIZED EXPERIENCE is defined as: experience that demonstrates detailed knowledge of the policies, processes, and regulations regarding Safeguards Information as well as experience maintaining an information security program.

The duty location of this position is (Add applicable Duty Station). In general, employees are expected to be in the office at a minimum of 4 days per pay period.
