The Leidos Health Digital Modernization Portfolio is seeking a Senior Software Developer, contingent upon contract award, to support a state Medicaid program that will assist the state government in modernizing the Medicaid Enterprise System architecture with a modular System Integration Platform (SIP) that provides flexible system integration services. The ideal candidate must be a strong developer to lead the implementation of a custom or COTS component of the integration platform, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.

Primary Responsibilities:
  • Partnering with Business Analyst, leads requirements and design sessions with customers to elicit technical details required for system development.
  • Leads the development of a custom or COTS applications as part of an integration platform.
  • Develops technical specification and standards for consistent approach across different components of integration platform to ensure quality and consistency.
  • Develop Spring Boot RESTful APIs data persistence application on a multi container Kubernetes environment.
  • Integrates software systems, such as databases, application servers, and third-party software, to ensure that they work together effectively.
  • Collaborates with DevSecOps Engineer to design an integrated software, build, and release process across the development, test, and production environments.
  • Address the vulnerabilities and potential security threats identified through automated security scans and penetration testing.
  • Maintains software applications, including monitoring and troubleshooting issues, performing upgrades and patches, and addressing security concerns.
  • Collaborates with other teams, such as architecture, product, test, and operations, to ensure that software development is integrated effectively with other processes.
  • Maintains documentation related to software development, including design documents, test plans, and user manuals.

Required Qualifications:
Bachelor's Degree and 12 years of related experience (4 additional years of experience considered in lieu of degree)
  • Proficiency in deploying and configuring Grafana Prometheus Community Edition, Loki, Promtail, and Alertmanager for monitoring and alerting purposes.
  • Proficiency with Grafana custom dashboard development and visualization of system metrics and KPIs.
  • Experience with implementing monitoring of service level objectives (SLOs) and service level indicators (SLIs) to validate system performance.
  • Experience leading small teams of developers in iterative development of capabilities.
  • Experience with software development tracking and documentation tools such as Jira, Confluence or similar.
  • Experience with CI/CD tools such as Jenkins, GitHub, Azure DevOps.
  • Strong knowledge of Kubernetes and Docker on Azure GovCloud for cloud deployment.
  • Experience with data persistence frameworks against RDBMS such as SQL Server, PostgreSQL, and Oracle.
  • Proficient in implementing OAuth JWT-based security measures with Spring Security to safeguard microservices, ensuring robust authentication, authorization, and endpoint protection against unauthorized access to sensitive data.
  • Proficiency in logging frameworks like slf4j + Log4j for capturing application logs.
  • Familiarity with Spring Boot Actuator for monitoring application health, metrics, and endpoints.
  • Experience with data persistence frameworks against RDBMS such as SQL Server, PostgreSQL, and Oracle.
  • Understanding of Public Key Infrastructure (PKI) and certificate handling mechanisms for secure communication and data exchange.
  • Possesses good communication, and customer interaction and engagement skills.
Preferred Qualifications:
  • Azure Certifications such as Azure Fundamentals, or Azure Developer

  • Experience with any of source code scanning tools such as SonarQube, Veracode, Fortify, Check Marx, White Source or Black Duck.
  • Knowledge of web services protocols and standards such as REST, SOAP, JSON.
  • Knowledge of healthcare interoperability standards such as EDI, FHIR, HL7, and IHE
  • Experience with InterSystems IRIS for Health integration product.
  • Experience with MOVEit managed file server product.
  • Experience with Medicaid Management Information System implementations

Pay Range: Pay Range $122,200.00 - $220,900.00
