JOB PURPOSE/SUMMARY

Summary of role of team:
  • The HR Staff Trainer & Personnel Special provides New Employee Orientation to new employees as well as performs assigned HR competencies to support staff and supervisors throughout the employment lifespan.

Summary of position:
  • The goal of the Staff Development Trainer and Personnel Support is to maximize productivity through employee support, retention and development.
  • The Staff Development Trainer and Personnel Support designs, manages and delivers preservice and in-service trainings to staff face to face and with online training software products.
  • Works as part of a team to ensure a comprehensive training program that meets all licensing and contractual standards for each program and ensures audit compliance is provided to all staff.
  • Personnel Support for this position includes supervisor support, internal PRN requests, termination processing, unemployment, HR survey data processing, NHSC management and HWC/CPR/QPR training.

JOB DUTIES/RESPONSIBILITIES

1. Professionalism & Teamwork
  • Communicates effectively with all HR team members.

  • Engage hiring supervisors and all staff in a positive, professional manner with the goal of efficiency, effectiveness and problem solving.
  • Facilitates effective and accurate communication between department team members.
  • Actively participates in team meetings/discussions.
  • Triages calls and emails to determine urgency and returns them in a timely manner. Target to return emails and internal phone calls within 24 hours.
  • Is an effective team member in the Human Resource Department.

2. Training
  • Facilitates New Employee Orientation (NEO) in the Hamilton/McMinn area for staff, students and agency staff coordinating schedule with local Center partners.
  • Manages the new employee experience to ensure an effective, efficient and robust NEO week.
  • Follows up with new employee to complete outstanding paperwork and collect needed documents.
  • Maintains trainer certification in CPR/First Aid/AED, Handle With Care (HWC) and QPR and delivers these trainings on a rotating basis with other trainers.
  • Ensures materials are prepared for NEO and other trainings and look professional.
  • Ensures cleanliness and professional appearance of all Human Resource areas.
  • Keeps CPR database up to date and accurate with American Heart Association and helps employees get cards, uploads completion into Relias within 5 business days.
  • Delivers all orientation material in 40 work hours.
  • Starts orientation no later than 8:00 a.m. each day.
  • Effectively works with other departments to successfully onboard new employees.
  • Delivers additional training off-site as needed (CPR/HWC/QPR, etc.)
  • Enters new hires in Relias as needed.

3. Termination & Unemployment
  • Assists supervisors and staff with voluntary termination processes including giving proper notice, appropriate documentation and submission to e3.
  • Prepares termination documentation and delivers to supervisors and staff in a timely manner.
  • Maintains electronic termination files in I:Drive.
  • Prepares involuntary termination paperwork with expediency and confidentiality.
  • Manages unemployment process including monitoring current claims through the JOBS4TN.GOV website, submitting and processing appeals.
  • Monitors unemployment statement each month, auditing it for accuracy and appealing discrepancies.
  • Arranges and leads appeal hearings, informing and instructing staff and other witnesses on procedures.
  • Completes individual and program unemployment audits as requested by Unemployment.

4. Internal PRNs
  • Receives and manages all PRN Requests
  • Engages supervisors in a positive, professional, and timely manner.
  • Coordinates with Personnel Specialist to facilitate timely background checks needed to fulfill PRN program requirements.
  • Thoroughly inspects employee files for proper degrees, certifications, completed trainings, etc.
  • Communicates effectively with supervisors and employees to keep informed of PRN status.
  • Calculates salary based upon education and position and enters secondary pay rates into e3 if needed.
  • Creates and delivers PRN approval letters to supervisors and employees in a timely manner.
  • Maintains PRN Master List with staff and salaries
  • Stays current on staff requirements for different positions and programs within the Center.

5. HR Documentation
  • Keeps locked storage for paper personnel files, including employees, agency staff, students, medical records, terminations, and I-9s.
  • Functions as Relias Helpdesk. Manages Relias for Center by activating and deactivating accounts, correcting hierarchy, ensuring enrollment in correct curriculums, developing and maintaining Training plans, etc.

6. General HR tasks
  • Enters staff data to online databases as assigned.
  • Assists with maintaining accurate materials are located in shared drive for all HR to utilize.
  • Calculates and reports HR statistics for QAQI.
  • Assists in maintaining e3 accuracy.
  • Assists as needed during personnel file audits.
  • Serves as e3 helpdesk for workforce including timesheet help, lock outs, etc.
  • Has excellent knowledge of and utilizes agency Policies and Procedures, especially the Workforce Development section, and helps train supervisors on these items
  • Assists with HRIS updates, including updating job titles, ending old positions, adding additional positions, and changing reporting supervisors for positions
  • Utilizes agency credit card to pay for services rendered and submits receipts using online database per policy
  • Assists with discipline and terminations when needed for support of supervisors
  • Assists with special projects and duties assigned.

COMPENSATION:

Starting salary for this position is approximately $21.56 /hr based on relevant experience and education.

Schedule:
  • Monday - Friday 8am - 5pm with some flexibility required.

Travel:
  • Travel between sites and to Knoxville occasionally required.

Equipment/Technology:
  • Ability to use a computer, copy machine, fax machine, office phone, A/V equipment required.
  • Must have excellent computer skills (Microsoft Office Suite, Dynafile, internet, database and HRIS) and the ability to learn new software products quickly.

QUALIFICATIONS - Staff Development Trainer and Personnel Support

Education:
  • Bachelor's Degree in Education or related field, or Bachelor's Degree related to behavioral sciences, with knowledge of adult learning, training design, and training methodology.
  • Knowledge of human resource policies and employment law preferred.

Experience / Knowledge:
  • One year of experience in classroom teaching or training delivery preferred. Clinical experience and knowledge preferred.

Physical:
  • Must have excellent people, role-modeling, and communication skills.
  • Must be comfortable with and have excellent skills in public speaking.
  • Required to become certified as a trainer in a verbal and physical crisis intervention program, CPR, and First Aid, & QPR; ability to develop and adhere to training schedules; ability to quickly learn, understand, and teach new materials.
  • Must be able to work effectively in a team, communicating with all team members as needed to ensure successful HR processes,
  • Must be able to have excellent attendance and start the workday at assigned time.
  • Must be able to complete a large amount of computer data entry daily and communicate effectively with supervisors effectively.
  • Long periods of sitting and standing required.
  • Close computer work required.
  • Must be able to work effectively in a team with various personalities, promoting a positive work culture.
  • Must be able to facilitate didactic learning as well as advanced physical training in Handle With Care including standing, stooping, grabbing, running, holding other people including adults, landing on knees on ground, and other physical abilities.
  • Must be able to see with correction, hear normal tones, and talk on phone and talk in training.
  • Must be able to drive to other sites to train.
  • May need to work after hours to train at times.
  • Must equally be able to facilitate training as well as complete extensive administrative/computer tasks.
