Why does the job exist?

The Staff Manager/Contract Development Unit will:
  • Maintain all documents related to Managed Care Organization (MCO) contracts including amendments and revisions to the MCO contracts, Managed Care Policy Manual, and MCO Letters of Direction;
  • Maintain and revise applicable policies and procedures related to these activities;
  • Routinely interact and collaborate with other bureaus, Health Care Authority (HCA) divisions, and other state departments;
  • Schedule meetings, prepare agendas and other materials;
  • Perform as point of contact for Managed Care Oversight Bureau (MCOB) for the legislative session and gather information for federal, state agencies, Legislative Finance Committee (LFC), and Inspection of Public Records Act (IPRA) requests.


How does it get done?

The Staff Manager/Contract Development Unit is responsible for:
  • Managing MCO contract amendments, Managed Care Policy Manual revisions, and Letters of Direction;
  • Oversight and tracking of MCO rate sheets, penalties, and deliverables;
  • Developing and implementing policies and procedures.


Who are the customers?

  • Medicaid recipients, MCOs and providers;
  • Medical Assistance Division (MAD) staff;
  • Other state and federal agencies.


  • Ideal Candidate

    The Ideal Candidate has:
    • Experience working with and amending contracts, policy manuals, and developing/implementing program policies and procedures;
    • Experience providing technical assistance and training;
    • Experience working with social service programs and/or community outreach organizations;
    • Experience researching and interpreting state and federal regulations;
    • Experience being detail-oriented and has impeccable writing and grammar skills.


    Minimum Qualification

    A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

    • Education and years of experience must be related to the purpose of the position.

    • If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

    Employment Requirements

  • Must possess and maintain valid driver's license;
  • Defensive drivers' certification.


  • Working Conditions

    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some siting, standing, bending and reaching may be required.
