Why does the job exist?

The Staff / Property Manager will:
  • Provide property management and administration of new and existing leases;
  • Develop new lease space requirements;
  • Monitor financial and budget needs;
  • Prepare, review and analyze documents for Requests for Proposals (RFP's);
  • Communicate and collaborate with Facilities Management Division (FMD) of the General Services Department (GSD) to ensure delivery of services to Health Care Authority (HCA) clients and staff.


How does it get done?

The Staff / Property Manager is responsible for:
  • Acting as the liaison among Leased Building Landlords, HCA, and FMD (GSD);
  • Providing customer service regarding facility management and space accommodations;
  • Identifying, evaluating and coordinating budget needs for leased space;
  • Managing Tenant Improvement Fund Budgets;
  • Reviewing quotes;
  • Preparing documents for Purchase Orders;
  • Managing advertisements of RFP's;
  • Reviewing and submitting invoice/voucher packets to Accounts Payable Bureau for payment;
  • Drafting and contract development of Tenant Agreements (TA), Joint Services Agreements (JSA) and Memorandums of Understanding (MOU);
  • Coordinating with Accounts Receivable for invoicing/billing of TA, JSA and MOUs of other state agencies and/or contractors, sub-tenants residing in HCA buildings;
  • Processing of requisitions, purchase orders, vendor relations and payment inquiries in SHARE Financials.

  • All HCA Divisions who occupy leased and State-owned facilities as lead tenant.


Ideal Candidate

The ideal candidate has:
  • Property management experience;
  • Ability to be detail oriented;
  • Strong Communication Skills both verbal and written;
  • Analytical experience;
  • Experience in SHARE Financials or any other PO Financial data base;
  • Ability to multi-task;
  • Ability to work independently;
  • Excel Experience.


Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate that a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License.

Defensive Driving Certification.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Frequent in person field office site visits for Facility Management needs.
