Under the general direction of the Branch Chief, the incumbent serves as a working level supervisor responsible for maintaining full accountability over the MEB office operations including development and implementation of policy and procedure guidelines for the staff services functions, which include budget management, personnel and labor relations, contract management, legislative, regulatory, policy proposals and special projects. The incumbent provides supervision over analysts and clerical support staff in matters concerning recruitment, training, and employee development within the Branch based on program needs. The incumbent must have a familiarity with State administrative procedures, excellent organizational and communication skills, initiative, good judgment, independent action, timeliness, and ability to prioritize.

Working Conditions

The duties of this position are performed in the Sacramento office in an office setting with modular furniture and standardized equipment. The incumbent must be able to work under pressured conditions and complete assignments, within budgeted time, meeting strict deadlines. Requires proficiency in computer knowledge, database software and time management.

Overnight travel is required for administrative hearings, mediations, investigations, license compliance activities, educational outreach, meetings with industry and other interested parties. Average overnight travel could be up to 10% A valid CA Driver's License is required.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information
The Market Enforcement Branch (MEB) is charged by Division 20, Chapters 6 and 7 of the Food and Agricultural Code (FAC) with objectively enforcing the laws enacted to ensure confidence and stability in the agricultural marketplace and to protect against unfair business practices between producers, handlers and processors of California farm products. MEB strives to license all persons or entities that purchase California farm products for resale, determine violations of law, if any, through the Verified Complaint process or self-initiated investigations, and if complaints are not resolved, take administrative action against the respondent's license or prosecute the licensee/applicant.

A valid CA Driver's License is required.
