Job Summary

This position plans, develops, and coordinates implementation of complex state and federally funded residential energy programs. Examples include: Inflation Reduction Act residential rebate programs, state heat pump rebate program, state electrical panel upgrade program, and others as authorized by state or federal legislation. It is responsible for implementing the programs on a statewide basis and ensuring compliance with state and federal legal requirements. This is a lead worker position, coordinating work assignments for lower level professional staff, student workers, and contractors.

Qualifications

Minimum Qualifications

Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in energy efficiency program administration.

A Bachelor's Degree in Building Science, Public Policy, Public Administration, Nonprofit Administration, or a related field is equivalent to one (1) year of experience.

An Advanced Degree in Building Science, Public Policy, Public Administration, Nonprofit Administration, or a related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above education/experience requirements will be further evaluated based on the following:
  • Written and oral communication skills sufficient to relate complex program objectives to a wide range of individuals.
  • Ability to adapt to organizational and program changes sufficient to work constructively under pressure and cope with ambiguity.
  • Knowledge of public policy principles sufficient to oversee the design, implementation, and evaluation of complex public programs.
  • Demonstrated ability to effectively interact and collaborate on multidisciplinary teams with people from different cultural backgrounds.

Preferred Qualifications
  • A working understanding of federal and state energy efficiency program requirements.
  • Project management certificate or experience sufficient to guide and direct multiple complex projects at the same time.
  • Lead Worker experience.

Physical Requirements

The position involves extended periods of sitting, typing, note-taking, conversing with callers, and the ability to move files/equipment weighing up to 15 pounds.
