Summary

This Student Trainee (Human Resources Assistant) position is located in the Pay and Benefits Services Branch (PBSB) within the Division of Human Resource Management (HRM), Office of Information and Resource Management (OIRM). The primary purpose of the position is to provide support to the Human Resources Specialists within PBSB, which includes work/life programs, benefits, and payroll.

Clarification from the agency

Open to individuals who are at least 16 years old, who are students currently enrolled for the Summer/Fall 24' academic terms in a degree or certificate seeking program, taking at least a half-time course load. You also must have a GPA of at least 2.5 on a 4.0 scale. Applicants must have at least one year remaining in their required coursework for completion of their degree or certificate. Non-citizens may apply but must complete a citizenship affidavit.

Duties

This is an opportunity under the Pathways Internship Program. The Internship Program provides students enrolled in high schools, colleges, trade schools and other qualifying educational institutions with paid opportunities to work in agencies and explore Federal careers while completing their education. Veteran's Preference is applied.

As a Student Trainee (Human Resources Assistant), you will perform the following duties:
  • Provide routine guidance and support to customers on benefits, payroll, telework, and work/life programs. This includes assisting senior-level HR Specialists with managing the various email boxes with customer inquiries.
  • Process changes in duty station personnel actions, benefits, and payroll elections in the payroll system.
  • Scan and index documents into the electronic Official Personnel Folder (eOPF).
  • Compile data and utilize Microsoft Office, (primarily Excel) or other office productivity software, to arrange data, create reports or charts, or provide other assistance as needed on projects and special requests.
  • Review and verify records to identify discrepancies and gaps in information. Coordinate with various sources to obtain additional information to complete records and/or resolve discrepancies. Enter and/or validate data entered in automated systems, as needed, and coordinate with stakeholders to resolve discrepancies.
  • Coordinate logistics for in-person meetings, events, and virtual seminars. This includes utilizing Microsoft Teams, SharePoint Online, and Microsoft Forms.
  • Develop work/life and benefits program information materials, in both electronic and print formats, for employees including fact sheets, brochures, and booklets designed to increase program awareness, participation, and employee satisfaction.
  • Other duties as assigned.


Requirements

Conditions of Employment

  1. Selectee will be required to have a background investigation prior to onboarding.
  2. Selectee must be enrolled at least half-time in an accredited academic institution & maintain a cumulative 2.5 GPA or higher for the duration of the Internship.
  3. Selectee will be required to sign an agreement that outlines the parameters of the Internship Program.
  4. Selectee may be required to submit updated transcripts and proof of enrollment upon selection and during the duration of the Internship.
  5. Selectee may be required to serve a 1 year trial period.
  6. Selectee may be required to complete a background investigation prior to onboarding.

Qualifications

Applicants must be enrolled at least half-time in an accredited academic institution and have a 2.5 GPA or higher to be eligible for a Pathways Internship Appointment.

In addition to the above appointment requirements, students MUST meet the qualification requirements below:

To qualify at the GS-4 level, you must have at least one year of general experience, which is progressively responsible for clerical or office work. Examples of specialized experience include: utilizing Microsoft Office software; screening, directing, and answering telephone calls; and maintaining files and information;

OR You have successfully completed two years of education above the high school level;

OR You possess a combination of post-high school education and general experience, as described above, that meets 100% of the qualification requirements.

To qualify at the GS-05 level, you must have at least one year of specialized experience equivalent to the GS-4 level in federal service using word processing software to prepare correspondence; responding to routine non-technical inquiries; or other clerical or office support functions. Examples of specialized experience include: preparing and/or reviewing documents for accuracy and completeness; obtaining information from files or general reference sources; and processing human resources forms into a human resources database/system.

OR You have successfully completed four full years of education above high school level;

OR You have a combination of post-high school education and experience that together meet the qualification requirements for this position.

Experience refers to paid & unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills & can provide valuable training & experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you MUST submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

Relocation Expenses will not be paid.

The Internship Program allows students an opportunity to be converted non-competitively to a career-conditional or term position once the student completes all requirements of the Internship Program. Noncompetitive conversion to a permanent or term position is NOT guaranteed. The Intern's eligibility for conversion does not guarantee that the agency will opt for conversion.

This is a non-bargaining unit position.
