Summary

This position is being filled under the Post-Secondary Student Hiring Authority which allows federal agencies to use strategic recruiting for hiring current post-secondary students into positions in the competitive service on a temporary or term basis.

Location of position(s): General Services Administration (GSA), Public Buildings Service (PBS), Region 9.

    Current students enrolled in accredited educational institutions from high school to graduate level. Includes internships, pathways and other student programs.

Who We Are Looking For: 1) Current students who are in the final year of their program; 2) Have completed at least 2 full academic years (or associate degree) by July 30, 2023; 3) Will be completing a bachelor's or graduate degree by May 30, 2025 4) Will commit to working part-time during the school year to complete all required hours before graduating by May 30, 2025.

Duties

As a Student Trainee (Architecture/Engineering), you will be introduced and provided work experience and knowledge of functions and operations of a specific PBS Division. Typical duties may include any of the following:

  • Review project information including existing technical reports, project drawings and/or specifications to learn the customer, operational and technical needs.
  • Prepare preliminary drawings and other basic presentation materials related to planning and design studies executed in association with routine, smaller, less complex projects.
  • Analyze, compile, correlate, and reconcile technical data from a variety of sources to include in routine reports.
  • Update contract files.
  • Accompany senior architects/engineers to visit building sites to learn the inspection process.

If selected, you must meet the following conditions:

  • Provide a copy of your most recent transcripts (unofficial) at the end of each academic year, or upon request, for verification of enrollment and academic standing.
  • Register with the Selective Service, if you are a male born after 12/31/1959.
  • Serve in a trial period for the entire duration of the internship appointment.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Have a valid driver's license.
  • Complete a bachelor's degree by May 30, 2025


Qualifications

The GS-4 salary range starts at $40,288.00 if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify at the GS-4 level, you must have completed at least two full academic years of post-high school study or an associate's degree in a qualifying program.

Education

​Students: Current students enrolled at least half-time in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. ​

Qualifying educational institutions/programs include: at least two full academic years of post-high school study or an associate's degree in a qualifying architecture or engineering program.

In order to be placed in a permanent position in the competitive service within the agency without further competition, you must:

1) Complete the course of study leading to the baccalaureate or graduate degree;
2) Complete not less than 480 hours of current continuous employment
in an appointment under 5 CFR 316.902;
3) Meet the OPM qualification standards for the position to which the student will be converted; and
4) Meet the time-in-grade requirements in accordance with 5 CFR part 300, subpart F.

GSA is not obligated to make an offer of permanent employment to you after you have these requirements under the Post-Secondary Students Program Requirements.
