Summary

This announcement is for 2 vacancies. One will be in Portland, Oregon and the other in Vancouver, Washington.

This position is in the Headquarters Audit Department (CNH) and Vancouver Audit Department (CNV) organizations in Internal Audit (CN) within Compliance, Audit and Risk (C), Bonneville Power Administration (BPA).

The selectee in this position will perform developmental work assignments as Student Trainee (Auditing) and will prepare for a career in the auditing professional field.

Clarification from the agency

To be eligible for the Pathways Internship Program you must be currently enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate on at least a half a half-time basis.

Duties

As a Student Trainee (Auditing), you will:

  • Assist in operational audits, reviews, and analyses involving BPA activities and operations, including business processes, IT systems, and new process/system initiatives and development efforts.
  • Apply established practices and procedures to perform auditing work involving all phases of the audit including planning, coordinating, conducting, and reporting audit results.
  • Assist in providing self-assessment assistance to help process/system owners and business units use workshops, control guides, surveys, and questionnaires.
  • Assist in providing investigative and fact-finding assistance to help managers and others resolve instances of potential fraud, waste, abuse, or other misconduct by employees and contractors.
  • Assist in contract-related audits and reviews to provide information to contracting officers on contractors' price proposals, financial capabilities, interim and final costs, indirect rates, claims for equitable adjustments, etc. needed to administer, cost-reimbursable, time-and-materials, fixed-price, and other types of contracts and agreements.

PATHWAYS PROGRAM REQUIREMENTS:

  • Must be at least 16 years old.
  • Must be in good academic standing (GPA of a 2.0 or higher).
  • Must be enrolled in at least a half-time course load, as defined by your educational institution.
  • Must submit a copy of your current transcripts and/or letter of acceptance as proof of your enrollment. If selected, official transcripts/proof of enrollment must be submitted prior to establishing a start date.
  • Your entire time as a Pathways Intern will be considered your probationary/trial period.
  • As a Pathways Intern you may have rotational assignments in various organizations.
  • As a Pathways Intern you are expected to work during your summer, winter and spring breaks unless otherwise coordinated with your manager.
  • Working towards a Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), or Certified Information Systems Security Professional (CISSP) is highly desired, but not required.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.

PATHWAYS PROGRAM COMPLETION:

BPA has the option to convert an intern to a permanent position upon program completion.

This is not automatic nor guaranteed. It is at the discretion of the employing office. Interns may be converted to the General Schedule (GS) level qualified for at the time of conversion.

To be eligible for conversion, an intern must:
  • Must be a U.S. Citizen.
  • Complete at least 480 hours of work experience acquired through the internship program before completion of their educational program/degree.
  • Meet the Office of Personnel Management's qualification standards for the position to which the intern will be converted. Auditing Series 0511 (opm.gov)
  • Meet requirements as specified in the Participant's Agreement.
  • Perform their job successfully and be recommended by the organization to a permanent position.
  • Relocation may be authorized with conversion.


Qualifications

Your educational goals must include obtaining a professional degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

GS-04:
To qualify, you must have completed 2 full academic years of post-high school study OR an associate's degree. (1 full academic year is equivalent to 30 semester hours or 45 quarter hours.)

GS-05: To qualify, you must have completed 4 academic years of post-high school education leading to a bachelor's degree OR a bachelor's degree.

GS-07: To qualify, you must have completed 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.

Note: 1 full academic year is equivalent to 30 semester hours or 45 quarter hours.
