Summary

This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), Project Management Office (PMO).

As a Student Trainee (Project Management) you will serve in a trainee capacity, performing routine and recurring developmental assignments to acquire knowledge and an understanding of functions, principles, practices, and methods used in the area of project management.

Duties

  • Serves as a Project Manager Intern, receiving on-the-job training in the planning, executing, and monitoring of projects supported in the portfolio capability of the IBC, FMD PMO.
  • Performs potential project activities which the incumbent will gain experience in operating within a matrix project arrangement.
  • Gains exposure in ways of managing program integrity, operational efficiency, stakeholder communications, and compliance with Federal-wide, IBC, and customer requirements.
  • Gains familiarization in a variety of project management skill sets that may include, project requirements management, documentation, scheduling, risk management, change management, acquisition support, system testing, and/or project closing

Qualifications

Eligibility Requirements:

In order to be eligible for the Pathways Internship Program, the following qualifications must be met:
  • Be a U.S. citizen;
  • Be at least 16 years of age;
  • Be a student enrolled or accepted for enrollment as a degree or certificate seeking student taking at least a half-time academic, technical, or vocational course load in an accredited technical, vocational, 2 or 4 year college or university, graduate or professional school. The Certificate Program requirement includes post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.
  • Possess and maintain at least a 2.0 cumulative GPA or equivalent on a 4.0 scale.
  • Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.
  • Student must meet eligibility requirements throughout the duration of your appointment under the Pathways Internship Program.

*If you are currently enrolled, but in your last semester/quarter of completing your degree/certificate requirements, you must show proof of continued education such as an acceptance letter or you will be disqualified.

In order to be converted to a term or permanent position you will be required to complete 640 hours of employment.

A combination of education and/or experience may substitute for the specialized experience requirement.

For the GS-4 level, you must meet one of the qualifications below:

A.
One year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

B. Two full academic years of education above the high school level from an accredited or pre-accredited college or university or an associate's degree.

C. Combination of experience and education as defined above, which equals 100%. For example, 6 months of experience and 30 semester hours of education above the high school level. (Note: Applicants who select this response must provide transcripts as verification of their education).

For the GS-5 level, you must meet one of the qualifications below:

A. One year of specialized experience equivalent to at least the GS-4 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes a basic understanding of project management; basic/entry level experience in managing communications, coordinating schedules, and/or conducting presentations; and skill in interpersonal and written communications to communicate objectives and project goals.

B. BA/BS degree or four full academic years of education above the high school level from an accredited or pre-accredited college or university. (Note: Applicants who select this response must provide transcripts as verification of their education).

C. Combination of experience and education as defined above, which equals 100%. For example, 6 months of specialized experience and 90 semester hours of education above the high school level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. Program Completion and Conversion Requirement

At the successful conclusion of the Pathways Program, interns may be eligible for conversion to a permanent or a term (1-4 years in duration) appointment. Conversion is not guaranteed. To be considered for conversion the following requirements must be met:

-Must be a U.S. citizen

-Completed 640 hours of work experience acquired through the internship program

-Successful completion of degree or certificate requirements from a qualifying institution

-Meet qualification requirements for the position to which you will be converted

-Performed successfully in position and documented through performance evaluations

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period.

Must maintain half-time enrollment status and 2.0 cumulative GPA.

Work Schedule:

This position may have a part time work schedule between 16 and 32 hours per week during the school year. Work schedule may be adjusted with management's approval.

This position allows for a flexible work schedule.

Miscellaneous:

If converted to a permanent or term appointment the anticipated targeted position will be Project Manager, GS-301-5/7/9/11. The target position and FPL may change based on the need of the organization at the time of conversion. Interns must meet the qualification standards for the series of the position to which being converted to.
