Under the general direction of the Staff Services Manager II, the Staff Services Manager I (Specialist) performs in an independent capacity to serve as the California Energy Commission's (CEC) Workforce Planning and CEA/Exempt Program Specialist.

The incumbent is responsible for independently handling various issues including those of extreme complexity and sensitivity. The incumbent will complete special projects/assignments and provide updates to management. The incumbent must be able to work independently with a high level of organization, attention to detail, with an ability to prioritize and meet deadlines.

The incumbent is required to have excellent public speaking skills, communicate effectively with all levels of management and the public, work alone and/or in a team environment. The incumbent will also be responsible for creating and maintaining the CEC's Workforce and Succession Plan and serve as Student/Internship Coordinator; will be responsible for providing assistance and consultation on all aspects to Senior Management for the organization and classification matters, review requests regarding CEA and Exempt positions and determine appropriate action. The incumbent will serve as the project lead on various classification packages and will act independently and represent Human Resources and Support Services Branch (HRSS) at meetings, including meetings with State Personnel Board (SPB) and the California Department of Human Resources (CalHR).

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.
