Summary

The VCS Central Office Headquarters, located at the Jefferson Barracks VA Medical Center in St. Louis, MO is conducting an internal recruitment search for an Administrative Assistant to the Executive Director. In this role, you will report to the Executive Director of the Veterans Canteen Service and will perform duties designed to assist in all areas of administrative detail while delivering on the overall mission of VCS.

Duties

DUTIES:

Duties include, but may not be limited to the following:
  • Supervises, oversees, and directs daily operations of assigned personnel on a recurring basis, such as assignment of work, leave approval, developing performance standards, rating employees, resolving complaints, coordination of work, etc.
  • Analyzes and reconciles a variety of accounts and transactions.
  • Formulates a variety of routine financial reports and assists in year-end close-out.
  • Prepares procedural instructions to be used in the development or modification of automated accounting systems and/or specific program areas.
  • Assists management in applying financial data and recommends alternatives to resolve difficult issues.
  • Resolves differences between the general ledger and subsidiary accounts.
  • Analyzes financial and statistical data.
  • Participates in meetings or engages in direct discussions regarding Finance Center business.
  • Conducts training and/or writes training programs.
  • Provides feedback concerning policies, procedures, automated systems on how business practices could be improved.
  • Performs other duties as assigned.

Qualifications

A minimum of 2 years of Supervisory Experience.

Basic Educational Requirement:

DEGREE: A bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

I. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (Transcript required); or

II. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (Copy of Certificate required); or

III. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND

In addition to meeting the Basic Educational Requirement, you must also meet one of the following Minimum Qualification Requirements:

SPECIALIZED EXPERIENCE: At least two (2) full years of specialized experience that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Supervisory Accountant. Qualifying experience includes: analyzing and reconciling a variety of accounts and transactions; formulating a variety of financial reports; assisting with budget year-end close-outs; preparing procedural instructions to be used in the development or modification of automated accounting systems; resolving differences between the general ledger and subsidiary accounts; entering, modifying, retrieving, and deleting information in an automated accounting system; establishing and planning work priorities and deadlines; and providing technical and administrative supervision, instruction, and counsel to unit employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

OR

SUBSTITUTION OF EDUCATION: A master's degree or two (2) full years of graduate education (18 semester hours are usually equivalent to one full year of study) at an accredited college or university in courses related to the field of accounting. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed graduate-level education (beyond 18 semester hours) and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.
