Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

The Team Manager directs and leads a highly technical, complex organization responsible for development and publishing of IFPs and aeronautical charts.

Duties

Directs, coordinates, and implements policy, procedures, and technical approaches for assigned programs, which may involve one or more of the following program areas. Development of instrument flight procedures (IFPs); Design, compilation and maintenance of aeronautical charts and related publications; Ensures IFPs are coordinated and integrated in the NAS and provide for safe operation of aircraft; Ensures that the construction and publication of all aeronautical charts/publications supporting commercial, military and general aviation meet operational requirements; Collection and verification of aeronautical data; Automation and governance of technical and business processes.

Directs the work of employees in the organization, involved with several major programs (i.e., Aeronautical Charting, Instrument Flight Procedures and Automation and Data Services functions), requiring major decisions or actions affecting the Directorate and Service Unit, as well as other organizations/programs. Managing the organization involves substantial coordination and integration of a number of major projects/technical assignments performed primarily by a variety of technical and professional personnel. Responsible for establishing an interrelated series of multi-year long range plans to ensure effective and efficient implementation of operational responsibilities.

Conceptualizes, formulates and directs major program developments for compatibility, interdependence, and interrelationships with agency goals, priorities, and other issues. Applies an advanced knowledge of the technical aspects of the work directed (e.g., instrument flight procedures and aeronautical charting activities), knowledge of budget, human resource, and other administrative policies and procedures, and a comprehensive understanding of the objectives of the Directorate, Service Unit, ATO, and the FAA. Applies a thorough understanding of the principles of management and strategic planning.

Establishes and monitors production or program priorities, establishes program metrics, and controls and evaluates progress and results. Develops and approves solutions to current and anticipated problems, taking into consideration technical, budgetary, regulatory, and political issues, which involve other organizations inside and outside the FAA. Determines resources needed and allocates resources effectively and efficiently.

Safeguards financial and other resources from unauthorized use or disposition; ensures transactions are executed in accordance with authorizations; records and reports are accurate and reliable; ensures all applicable law, regulations and policies are observed; and manages resources efficiently and effectively.

Establishes and maintains effective communication with the FAA regions, centers, military and airline representatives, aviation industry - state and local aviation officials, aircraft and airport operators and other offices in the FAA. Contacts are to develop, coordinate, and implement plans; to obtain, receive, or provide information relating to program activities; to identify issues/problems and to influence managers or other officials to accept and implement findings and recommendations. Provides workload status reports to Washington Headquarters executive level officials or representatives (i.e., ATO, Mission Support Services, etc.) as it relates to the accomplishment of Mission Support Services, ATO, FAA Administrator, and agency wide strategic goals.

Incumbent is responsible for equitable performance and assessment of all personnel and with resolving all managerial and operational issues inherent in a large, complex organization. Serves as the approving official for employee performance standards; makes decisions on work problems presented by subordinate supervisors/team coordinators and serves as reviewing official for employee performance ratings; selects non-supervisory and supervisory personnel.

May perform other duties as assigned.

Qualifications

To qualify for this position at the FV-K (FG/GS-15) level, applicants must have at least one year of Specialized Experience equivalent to the FV-J (FG/GS-14) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.

Specialized experienceincludes: Experience directing, coordinating and implementing policy, procedures, and technical approaches for assigned programs, involving one or more of the following program areas: development of instrument flight procedures (IFPs); design, compilation and maintenance of aeronautical charts and related publications; coordination and integration of IFPs in the NAS; ensuring that the construction and publication of all aeronautical charts/publications that support commercial, military and general aviation meet operational requirements; collecting and verifying aeronautical data, automation and governance of technical and business processes.
