Summary

This position is the Deputy Assistant General Counsel (DAGC) for Federal Financial Assistance, Acquisition, & Fiscal Law, supervisory assistant to the Assistant General Counsel, who serves as the lead advisor to the General Counsel and Deputy General Counsel on legal matters on a range of the Department's administrative operations. The DAGC will participate with the Department's senior officials to resolve problems within the Office's subject matter expertise and prioritize the Office's work.

Duties

The Supervisory Attorney-Advisor:

  • Assists the Assistant General Counsel for Federal Financial Assistance, Acquisition, and Fiscal Law in monitoring and overseeing a range of legal activities for the Department including Federal Financial assistance, including grants and Federal credit transactions; acquisition of goods and services; and fiscal law issues.
  • Aids in the supervision of all aspects of work performed by the attorneys and administrative staff in the Office of Federal Financial Assistance, Acquisition, and Fiscal Law, as well as any temporarily assigned honors attorneys, law clerks, and interns. Under the supervision of the Assistant General Counsel for Federal Financial Assistance, Acquisition, and Fiscal Law, the Supervisory Attorney reviews and assigns projects, directs, and evaluates performance, acts on recommendations, furnishes advice and assistance, approves, or overrules proposed actions, and exercises all other appropriate supervisory functions.
  • Ensures that the Office renders effective legal advice and recommends the most appropriate way to develop or to implement new or amended policies, or new or changed Department policy. The Supervisory Attorney is also responsible for ensuring that these policies are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
  • Performs legal research and analysis, conducts necessary conferences and consultations prepares memoranda and opinions, and maintains continuing contact with Departmental officials and others affected to assure understanding of the legal and policy positions involved.
  • Renders expert written or oral counsel, opinions, or decisions on the legal aspects of matters within the purview of the Office of Federal Financial Assistance, Acquisition, and Fiscal Law.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following:

  • Be a graduate of an accredited law school with a LL.B., J.D., or equivalent AND at least four (4) years of professional legal work experience
  • Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia or Commonwealth of Puerto Rico.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical - Uses knowledge that is acquired through formal training or extensive on-the job experience to perform one's job: works with, understands, and evaluates technical information related to administrative law, and the provisions of the rules, regulations, acts and statutes under which the Department functions; advises others on technical issues.
  2. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical sensitive controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
