Duties

This position is located in the EPA OIG, Office of Audit, Information Resources Management Directorate.

The Office of Audit conducts financial and performance audits to determine the efficiency, effectiveness, and compliance of Agency business operations and financial management. Audits assess the potential for fraud, waste, and abuse; the award and management of grants and contracts; management of information technology; and ways to realize cost savings and other efficiencies.

Responsibilities

The ideal candidate will perform the following duties:

  • Performs the full range of supervisory responsibilities with authority over administrative, programmatic, and personnel matters for select staff in their assigned areas. This includes developing statements of work to contract for audit services and monitoring contract performance.
  • Conducts complex program evaluations and audits by using advanced analytical and evaluative methods to identify areas of improvement in economy, efficiency, effectiveness that can be made in agency statutes, regulations, guidance, policies, procedures, or practices.
  • Supervises staff activities related to long-term planning, authorized staffing levels, attrition, strategic planning, performance measures and hiring goals.
  • Participates in formal and informal executive management sessions regarding short and long-term management policies.
  • Serves as a senior liaison with high-level EPA officials and representatives of numerous federal and private entities.

This is a Public Trust Position. Employment in this position requires a background investigation. Depending on your status, this position may require serving a 1-year Supervisory probationary period.

Qualifications

All applicants must meet one of the following series requirements to qualify:

In addition to the above mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level or equivalent band level of responsibility in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Applicant must possess one (1) year of qualifying specialized experience equivalent to the next lower grade level of GS-14 or equivalent band level in the Federal Service.

Qualifying specialized experience must demonstrate the following:

GS-15:

1. Experience supervising multiple teams and reviewing information/cyber security or privacy controls by participating in the planning, fieldwork, and reporting phases of an audit, evaluation, special inquiry, and/or investigation;
2. Using knowledge and experience with FISMA, FISCAM, and financial systems to ensure our audits and evaluations meet applicable standards for GAGAS and Congressionally mandated work;
3. Using advanced analytical and evaluative methods to conduct technical assessments, vulnerability scans, penetration testing, and artificial intelligence work to ensure our audits and evaluations identify areas of improvement and address and report on high-risk areas of importance to the agency, Congress, and the nation;
4. Writing clear and concise communications, such as reports and memoranda, for different audience levels.

Education

Basic Requirements for Performance Auditors

  1. Degree: auditing, accounting, economics, public administration, public policy, public health, environmental studies, environmental policy, political science, or related areas.

    or
  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:


A. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

You MUST provide transcripts to support your educational claims. Unofficial transcripts are acceptable during the application process. Official transcripts will be required upon appointment.

Continuing Professional Credits (CPE) and/or Continuing Education Units (CEU) may be converted into academic credit hours when evaluated by both higher education institutions and special examining and assessment services. Submit the CPE/CEU evaluation along with your transcripts. CEU/CPEs are most commonly converted via a formula that considers at least ten (10) CEUs to equal a single academic hour. The most authoritative U.S. guide to CEUs is provided by the International Association for Continuing Education and Training (IACET). Information on converting CEUs to academic credit hours, and vice versa, is provided by the American Council on Education (ACE).

  • One semester hour is equal to 15 CPE credits.
  • 1 CEU equals 10 contact hours, 3 CEUs equal 1 semester hour and 30 contact hours equal 1 semester hour.


There is no substitution for specialized experience at this grade level.
