Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This position serves as a second level Manager within the National Airway Systems Engineering (NASE) organization.

Duties

Oversees a highly technical workforce consisting of professional engineering, scientific, software specialist, technician, and administrative employees responsible for maintaining hardware and software for operational NAS systems; developing hardware and software modifications; performing system test verification; quality control; system requirements definition; and providing field support.

Duties typically include planning, communicating the team's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employees and subordinate managers, approving leave, and taking, recommending, or approving corrective/disciplinary action, as appropriate. Applies an advanced knowledge of the technical aspects ci the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one NAS System, project and/or program. Manages budget to accomplish the goals and/or objectives of the work unit. Participates in the planning and execution of organizational goals utilizing strategic planning and sound management principles in order to accomplish mission objectives.

Serves as Information System Owner (ISO) of assigned NAS systems. Provides oversight of the team's cybersecurity effort in support of the systems engineering function for multiple NAS systems. Ensures coordination, communication and integration of cybersecurity development and implementation strategies as well as alignment with critical agency policies.

Accomplishment of work activities requires an extremely high sensitivity/awareness to political factors. Coordinates extensively with headquarters and field organizations as well as the labor unions. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Within guidelines, has the authority to make commitments for subordinate organizational units.

Communicates the team's vision and objectives, setting priorities, monitoring and evaluating performance, approving leave and taking, recommending or approving corrective/disciplinary action, as appropriate.

Resolves all but unique problems without the intervention of higher level management. As directed, represents the team in intra- and inter-service and agency meetings relating to the technical aspects of troubleshooting/restorations for NAS operational equipment, developing/updating NAS Maintenance Orders, and performing engineering design reviews and operational testing for new NAS systems. May serve as acting group manager. Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures.

Qualifications

TO QUALIFY AT THE FV-K (GS/FG-15) level you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-J (GS/FG-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience managing, directing, coordinating, and leading a team in the resolution of service-wide operational problems impacting system performance of the NAS.

In addition to the above qualifications, the following has been determined to be a Quality Ranking Factor (QRF). This means applicants who possess this factor are considered to be Well-Qualified.

Quality Ranking Factor (QRF): Well-qualified candidates will demonstrate experience and applied knowledge in the Operational and Maintenance (O&M) NAS environment within their resume.
