Summary

This position is located in the School Eligibility and Oversight Service Group (SEOSG). SEOSG is responsible for compliance oversight services for Title IV eligible postsecondary education schools and their servicers. This includes institutional and program eligibility, resolving and analyzing an institution's compliance audits and financial statements, conducting program reviews of institutional Title IV compliance, and management of the institution's method of payment.

Duties

As a SUPERVISORY CASE MANAGEMENT SPECIALIST, you will serve as Division Chief, GS-1101-15, and be responsible for:

  • Managing human resources to build a responsive and effective oversight team.
  • Ensuring the team(s) effectively monitor Title IV program compliance for assigned schools.
  • Using quantitative and qualitative analytical and evaluative methodologies to address complex organizational issues.
  • Communicating verbally and in writing when developing recommendations, presenting written agreements and policy guidance, and explaining/defending the status of projects to all points of contact.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

You may meet the minimum qualifications for the GS-15 if you possess one year of specialized experience equivalent to at least the next lower grade level in federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (see description below).

Specialized experience for the GS-15 is demonstrated by performing one year of experience equivalent to the GS-14 level in at least two (2) of the following three (3) duties or work assignments:

  1. Expert experience with the interpretation and application of the federal regulations and statutes governing the federal student aid programs.
  2. Extensive experience planning supervising, organizing, overseeing and directing the work of programs/projects pertaining to the oversight of institutions participating in the federal student aid programs.
  3. Expert experience in the application of a wide range of qualitative and or quantitative methods for the assessment and improvement of federal student aid program effectiveness and the improvement of complex management processes and systems.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. How You Will Be Evaluated
