Duties

Serves as the first line supervisor and recognized Child and Youth Services (CYS) subject-matter expert within the Inspection and Analysis Branch, HQ Army Installation Management Command, G9 CYS Division. Works under the general supervision of the Inspection and Analysis Branch Chief.

Directs the implementation of policies, plans, standards, and procedures for analysis of inspections and other CYS programs Army-wide. Monitors compliance with Child Development Program/DoD certification requirements and operating procedures. May serve as an inspection team lead for Army Higher Headquarters Inspections (AHHI) conducting staff observations and evaluation of CYS program delivery.

Functions as project officer for analysis requirements. Reviews financial and budget data relating to CYS inspections, analysis of inspection pre-work, and coordinates closely with finance team to include providing financial management training. Serves as the principal advisor to the branch chief on procedures to sustain and improve the CYS Services benchmarks of Quality, Affordability, Availability and Accountability.

Approves content for operational materials and tools (i.e., inspection manuals, field operational handbooks, checklists, and training) for Army-wide implementation. Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Develops program analyses to validate trends and disseminates information for program improvement.

Plans and assigns work to subordinates, sets priorities, and establishes schedules for work completion. Provides a full range of supervisory functions to include performance management, employee recognition, dispute resolution, training and development, and team-building.

Ensures the Inspection and Analysis Branch conforms to all applicable DoD and Army policies, IMCOM G9 standards, laws, and with the most current applicable industry standards. May serve as a Contract Officer Representative.

Per DoDI 6060.02, DoD Component teams responsible for inspecting child development programs shall include staff possessing a baccalaureate degree in early childhood development, early childhood education (ECE), home economics (early childhood emphasis), elementary education, special education, or other degree appropriate to the position.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Per DoDI 6060.02, DoD Component teams responsible for inspecting child development programs shall include staff possessing a baccalaureate degree in early childhood development, early childhood education (ECE), home economics (early childhood emphasis), elementary education, special education, or other degree appropriate to the position.

Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). Basic Education Requirement:

1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR

2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.

In addition to meeting one of the education requirements above, all candidates must possess progressive experience working in group child/youth programs which included at least one year experience performing duties equivalent in scope and complexity to the next lower grade level as follows:

1. Senior-level program administration and supervisory experience directing operations in center-based childcare, part-day preschool, and/or school age or youth programs.

2. Experience leading child and/or youth programs through successful national accreditation.

3. Experience as a team lead for child and youth program inspections which included identifying systemic issues, analyzing findings and trends, and ensuring compliance with benchmark criteria and applicable policies and procedures.

4. Experience analyzing financial and budget data related to child and youth program delivery.

5. Experience in creating and delivering formal written and verbal presentations (i.e., briefings, staff actions, formal info papers, etc.).

Experience working at a higher headquarters preferred. Also preferred is expert knowledge and competency in the Inspection Management System (IMS), ETMS2 Tasking, IMETS, and analyzing Child Youth Management System reports. Demonstrated ability to provide full range of supervisory functions to include performance management, employee recognition, dispute resolution, training and development, and team building.
