THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Supervisory Facility Plans & Program Management Specialist, Position Description Number PDD1127000 and is part of the WY Construction and Facilities Management Office, Wyoming Army National Guard.

Duties

The primary purpose of this position is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard (ARNG MILCON, MCNG), Real Property Operations and Maintenance (RPOM), State Capitol Programs (SCFR) and all ARNG facilities. Responsible for the statewide Installation Status Report (ISR).

(1) Serves as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state.

(2) Serves as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state.

(3) Oversees management of all ARNG real property and real estate.

(4) Oversees development, maintenance and update of ARNG Energy Programs.

(5) Oversees all master planning functions for real property within ARNG.

(6) Executes functions in the absence of the CFMO.

KEY REQUIREMENTS:

Primary consideration will be given to current WY ARNG military members.

Open to US Army, Army Reserves, and Army Nat'l Guard military members only

Must be assessed into and become a member of WY ARNG before appt. May take up to 120 days.

Provide last three OERs, Performance appraisals or Ltr of Recommendation in lieu of.

May be required to successfully complete a trial/probationary period.

Federal employment suitability as determined by a background investigation.

Indefinite position may convert to Perm if funding/position is available.

EMPLOYMENT CONDITIONS:

Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Relocation expenses will not be paid by the Government unless noted in the Announcement.

Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.

PCS is not authorized in lieu of incentives.

Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

CONDITIONS OF EMPLOYMENT:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

AREAS OF CONSIDERATION:

Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the Construction and Facilities Management Office.

Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.

Area 4: All current M-day soldiers of the Wyoming Army National Guard.

Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK: Work involves managing, supervising, leading, or performing administrative work that involves: a combination of work characteristic of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established.

MINIMUM REQUIREMENTS:

Must possess experience, education, or training which has provided the applicant with a knowledge of planning and programming to include master planning, project development, energy management, military construction programs, database management, Geographic Information Systems (GIS), and real property. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

Must possess at least 1-year specialized experience equivalent to at least a GS-11 that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

TENURE: GROUP III - INDEFINITE

Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.
