Summary

This position is in the Contempt, Compliance, and Special Litigation Branch of the Division of Legal Counsel. This Branch conducts civil contempt litigation in the U.S. Courts of Appeals to coerce compliance with judgments enforcing orders of the Board and assists Regions in compliance work. The Branch also defends the Agency when programs, statutes, or outside proceedings threaten the Agency's ability to carry out its mission.

Duties

As a Supervisory General Attorney (Labor) GS-0905-15, your typical work assignments may include:
  • Assisting the regions with staying current on innovative compliance tools and compliance policies, and in developing long-term case-handling strategies in connection with certain types of compliance cases, including consolidating unfair labor practice proceedings with compliance proceedings; naming individuals personally liable and/or other entities derivatively liable.
  • Assisting the Assistant General Counsel and the Deputy Assistant General Counsel in the Branch's records management, administration of personnel policies, training and employee development.
  • Making recommendations to the General Counsel and Board, supervising pleadings and other documents, and in preparing and/or supervising court appearances.
  • Supervising and reviewing the work of subordinate attorneys in the matters of compliance with the Board's decisions and orders, litigation protecting the Board's jurisdiction, and bankruptcy court matters.
  • Applying expert knowledge of substantive Board law and litigation techniques to supervise subordinate attorneys' preparation of written analyses and recommendations for submission to the Board (on behalf of the General Counsel) for authorization of contempt proceedings and other offensive litigation.

Ideal Candidate Statement

The Ideal Candidate for the Supervisory General Attorney (Labor) position will have significant experience providing effective guidance assisting others with complex legal and factual issues. Excellent judgment, and highly skilled written and oral communications are desired, as well as excellent interpersonal abilities in interacting with colleagues, senior level management, and outside parties. Superior legal research and analytical skills are a must.

Basic Requirements

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD).

Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification.

Minimum Qualification


Applicant must have one year of specialized experience equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) at the GS-15 level.

Specialized experience includes:
  • Experience leading, managing, and developing others; and
  • Providing authoritative guidance, interpretation, and recommendations based on general law and litigation proceedings of federal and state statutes, laws, and regulations; and
  • Experience writing and editing legal memoranda and briefs; and
  • Experience in trial and pre-trial litigation techniques in unfair labor practice and federal court proceedings.
