Summary

This position is located within the Engineering Department at the Hopi Health Care Center located in Polacca, AZ. The position serves as the management official of Engineering. Incumbent provides total administrative and technical direction for the entire facilities management environmental services, security, and Biomed. The Engineering Services is responsible for the proper and efficient operation and maintenance of all plant and equipment within the Hopi Health Care Center.

Duties

  • Responsible for the operations, maintenance, design, construction, and modification of buildings, utilities, grounds and attendant systems and equipment. Responsible for the overall planning, programming, coordination and administration of the HHCC Engineering Services and Quarters.
  • Incumbent is responsible for plant operations and maintenance; air conditioning and heating equipment maintenance electrical and electronic systems and equipment maintenance; pipefitting and plumbing; carpentry; painting; grounds maintenance; and clinical equipment preventative maintenance and repair processes.
  • Designs, coordinates, manages, and administers a facilities program, within the HHCC-Indian Health Service (IHS), HHCC policies and procedures and other regulatory agencies affecting healthcare facilities.
  • Conducts periodic facility inspections to identify safety, construction, operational and equipment deficiencies and makes recommendation for correction.
  • Prepares and implements a five-year Facility Engineering Program Plan (FEPP), Develops and maintains an annual maintenance budget and makes budgetary recommendations to supervisor Assists in the review of design drawings; specifications submitted by engineers, architects, and contractors.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S):

Education:
  • Completion of a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, OR
  • Completion of a degree in professional engineering that includes differential and integral calculus and courses in at least 5 of the following 7 areas: (1) statistics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; (7) any other comparable area of engineering science or physics, OR
  • Completion of a degree in professional engineering from a foreign institution that has been accepted as equivalent to a conventional U.S. higher education program.


Combination of education and experience:

  • Possess a combination of education and experience equivalent to a bachelor`s degree in engineering as demonstrated by my current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico, OR
  • Posses a combination of education and experience equivalent to a bachelor`s degree in engineering as demonstrated by passing the Engineer-in-Training (EIT) examination or the written test required for professional registration; and, completion of a bachelor`s degree in engineering technology (BET) from an accredited college/university that included at least 60 semester hours/90 quarter hours in the physical, mathematical, and engineering sciences, OR
  • Possess a combination of education and experience equivalent to a bachelor`s degree in engineering which includes at least 60 semester/90quarter hours in the physical, mathematical, and engineering sciences that included differential and integral calculus. All courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum, OR
  • Possess a combination of education and experience equivalent to a bachelor`s degree in engineering that includes a bachelor`s degree in a related curriculum (engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), AND at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.


In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS, GS-0801-13:

Resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks. Examples include: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Functional knowledge and experience in civil, mechanical, and electrical engineering as the disciplines relate to healthcare facilities, as well as a functional knowledge of healthcare delivery systems and architectural requirements for healthcare facilities.

In addition, to the Basic Requirements AND Minimum Qualifications, you must also meet the licensure requirement below-
  • Applicant for this position must provide evidence of licensure or registration as a Professional Engineer (PE) by any state, the district of Columbia, Guam or Puerto Rico.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
