  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Plans, organizes, and oversees the activities of the unit.
  • Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.
  • Represents the organization with a variety of installation and functional area organizations.
  • Serves as Branch Chief and first level supervisor, providing planning, directing, organizing, and exercising administrative control over nonsupervisory employees assigned to the Capability Integration Branch (HQ AEDC/XPR).
  • Identification of ground test infrastructure capability gaps, formulation of solutions, and advocacy for capital investment projects that deliver Test and Evaluation (T&E) capability to close these gaps
  • Development of comprehensive roadmaps spanning research and demonstration (TRL 1-6) through capabilities delivery (TRL 7-9) necessary to close identified test and evaluation gaps
  • Continuously engage capability owners, asset managers, program offices, etc. to maintain awareness of current and future test requirements, workload forecasts, and test facility health assessments in order to formulate strategic plans and guide facility funding.
  • Test capability planning to include concept development and technology needs; validation of requirements; development of plans to close technical shortfalls; concept design analysis, cost estimation; and assessment of solution alternatives

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience includes the areas of instructional systems design, curriculum development and execution, organization and staffing, resourcing, training operations and management, and student programming and administration in support of a 48-week master's degree program.

Knowledge, Skills, and Abilities:
    1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
    2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
    3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
    4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
    5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
    6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinates, as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.


Desired Skills:

  • Five (5) years of experience in Test and Evaluation desired
  • Three (3) years of experience in research, technology, or test technique development activities desired
  • Familiarity with Department of Defense Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) processes desired


Education

Basic Education Requirement:A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
