Summary

The incumbent is the Chief of Facilities Management Service (FMS) at Loma Linda VA Healthcare System. They are responsible for the development and management of a comprehensive total engineering program including the efficient operation of the utility plans, the maintenance of all buildings, grounds, facilities, medical equipment management program, the patient transportation program, and a complex, comprehensive design and construction program.

The Chief of FMS is directed to accomplish managerial responsibilities and interface them with staff in a highly visible manner while cultivating an environment that promotes high reliability principles. The position performs a variety of duties in an extremely complex healthcare system, which is constantly evolving. This includes being an integral part of the space planning, construction, environment of care, safety and emergency preparedness initiatives and programs. Work is performed at VA's busiest and most complex health delivery medical centers in the nation. The healthcare system typically maintains one or more academic affiliations and supports/trains large numbers of residents, interns and other health care providers in a wide variety of medical specialties and health care occupations.

The Chief of FMS plays a key role in executing the organization's strategic plan and performing the following duties (include but are not limited to);
  • Presentation of plans and programs to management must include all costs involved and include organization, funding, budgeting, and justification necessary to support new programs.
  • Responsible for the management and control of real property of the station and recommends to the Director and Associate Director appropriate action in connection with the acquisition, disposal, and utilization of real property and recommends changes in real property to accommodate new programs or changes in size and scope of existing or new projects.
  • Reviews, evaluates, and makes recommendations to top management on reports in all professional areas of architect-engineering consulting design series, clinical engineering support services, on staff mechanical-electrical engineers, and other specialist related to facilities or equipment utilized in the health care field.
  • Responsible for training programs within Engineering Service to include; training of new and current employees to improve performance and productivity; training of employees in administrative, clerical, trades and craft area; actively involved in and support the Technical Career Field Internship Program, Work Study program, EEO Upward Mobility Training for Minorities in the trades and craft areas.
  • Responsible to the Director and Associate Director for the proper operation and functioning of systems, facilities, structures, machinery and equipment throughout the healthcare system .
  • Provides technical and administrative supervision to Projects, Maintenance and Grounds, Central Plant, and various Shops including Maintenance and Operations, Transportation, Electronics and Electric, HVAC, Plumbing, Structural and Mechanical;


Work Schedule: Monday - Friday, 7:30 am to 4:00 pm or 8:00 am to 4:30 pm

Physical Requirements: Work is generally performed in an office environment. However, inspections and field work require frequent walking, standing, bending, climbing ladders, etc. Work is performed in administrative patient care areas as well as outside in inclement weather or in areas that are wet, very hot (boiler plants), cold (walk-in freezers), or unventilated (such as crawl spaces, mechanical rooms, or energy plants). May also be exposed to contagious disease(s) when working in patient care areas or asbestos containing materials or lead when performing inspection work. Safety procedures must be followed and appropriate protective safety gear must be worn.

Qualifications

Basic Requirements
  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Candidates must meet one of the following requirements:
    • Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
    • Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
    • Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
    • Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties as described in the qualification standard on the effective date of this qualification standard, are considered to have met all the qualification requirements for the grade held including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements of this standard, but met the qualifications applicable to the position at the time they were appointed to the position, the following provisions apply:
      1. Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
      2. Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.
      3. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
      4. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
      5. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation
  • English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the Basic Requirements, applicants must meet the grade level requirements below:

  • Experience. One year of experience equivalent to the next lower grade level (GS-13).
  • Knowledge, Skills, and Abilities (KSAs). Candidates must demonstrate the following KSAs:
    1. Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities.
    2. Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing).
    3. Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers.
    4. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations.
    5. Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system.
    6. Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions.
    7. Skill in complying with national internal and outside regulatory agency and organization (including, but not limited to TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
    8. Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment.
    9. Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs.

Physical Requirements:
The candidate must possess the physical capabilities to safely operate within an industrial setting and it's accompanying hazards, fit for duty at all times. Must be in satisfactory physical and mental condition capable of donning and utilizing all required personal protective equipment. Work involves walking, standing, climbing, bending, or carrying light items such as inspection/test instruments, small parts, and supplies.
