Summary

This position is in the U.S. Department of Education, Office of Finance and Operations, Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). This position serves as the Deputy to the RSCD Division Director as well as having the unique responsibility of directing the comprehensive delivery of staffing, classification and advisory services needed.

As a Supervisory Human Resouces Specialist (Deputy Director), GS-0201-14, you will be responsible for:
• Supervises and directs a staff of Federal experts at the GS-14 grade. Ensures staff members have the varied expertise and customer service skills essential to relationships with clients, which are comprised of a high number of political appointees and SES employees.
• Shares fully in the direction of all phases of the RSCD programs and work efforts. In addition, the incumbent supervises the Staffing and Advisory Branch as well as the Classification and Advisory Branch which provides comprehensive human resources management services to Department of ED customers.
• Provides expert technical advice on specific human resources tasks, furnishing written instructions, reference materials and relevant background materials to employees; maintains current knowledge and answers questions from specialists on procedures, policies, and directives, obtaining information from the Director regarding final decisions on major problems and issues which arise.
• Incumbent identifies and actively promotes customer requirements and how best to achieve them, using existing and evolving business practices; and provides guidance for and/or develops HR policies, guidelines, and performance indicators for assigned area.

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.


Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in recruitment, hiring and outreach and/or classification/position management functional specialties to plan, oversee, implement and evaluate human capital work.
2. Experience monitoring HR work assignments through dashboards, reports and/or trackers to successfully manage workloads ensuring that they meet and/or exceed required timelines.
3. Experience providing technical, advisory and consultative services and timely support on a range of Human Capital (HC) issues related to staffing, recruitment, and/or classification and position management in a customer-oriented environment that results in enhancing the customer experience.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Skill in applying a wide range of human resource management concepts, laws, policies and practices.
2. Skill in staffing, recruitment and classification/position management functional specialties to plan, oversee, implement and evaluate complex human capital work, including evaluating or generating major new approaches and concepts relating to the HC program.
3. Ability to effectively present complex ideas and options to a wide range of audiences in order to tactfully and persuasively sell controversial changes frequently involving sensitive and conflicting priorities and significant resource decisions.
4. Ability to provide authoritative guidance and advice to managers and customers.
