Duties

Directs the development of the logistics support plan and guidance for units, organizations and activities in support of federal and state missions to integrate the following command logistic functions; plans, operations, policies, combat service support automation, equipment on hand readiness, command property management, command supply discipline program, supply excellence program, Connelly Food Service Award Program, DoD National Transportation Association Award Program, food service and logistics resource management.

Evaluates logistics data and requirements from STARC staff, units, USPFO, NGB and other organizations to direct development and implementation of logistic support plans, policies, operations and other actions to support federal and state missions. Directs the establishment of the logistics operations cell to support the STARC Emergency Operations Center for federal and state missions. Responsible for advising the DOL on logistics support issues to accomplish mission requirements. Evaluates the logistics force modernization program to assure that materiel fielding is accomplished within established milestones. Develops and coordinates tactical logistics support requirements for the state. Serves as the primary advisor to the DOL on logistics automation matters. Coordinates and directs the preparation of the DOL operating budget and monitors the current status of logistics accounts. Develops the logistic funding plan for the DOL and monitors the obligation of funds. Coordinates facility design and maintenance concerns of the DOL with DEH, to include recommendations for supply and maintenance facility design and the repair of facilities. Management oversight of the General Services Administration Lease Vehicle Program (less recruitment and retention program).

Performs a full range of supervisory functions. Implements accepted provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management. Selects or contributes to the selection of subordinates. Hears employee grievances and deals with union representatives as required. Establishes performance standards, authorizes leave and is responsible for time and attendance. Ensures adequate training is available for employees within the division. Initiates formal requests for personnel actions. Ensures accuracy of position descriptions. Ensures a safe working environment for all employees in accordance with current safety and OSHA requirements and directives.

  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Sergeant First Class (SFC/E7) and the maximum military grade is Chief Warrant Officer (CW3/W3).
  • Due to the nature of this position, you must possess State and Military driver's licenses.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

  • OPEN TILL FILLED: This is an open till filled announcement with closing dates being every 15 days from the opening date. Every 15 days, a certificate of eligibles will be issued to the selecting supervisor until the position is filled.

Qualifications

GENERAL EXPERIENCE is experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

GS-12 - Must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level, GS-11. Examples of specialized experience includes: Directs the development of the logistics support plan and guidance for units, organizations and activities in support of federal and state missions to integrate command logistic functions. Evaluates logistics data and requirements from organizations to direct development and implementation of logistic support plans, policies, operations and other actions to support federal and state missions. Performs a full range of supervisory functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

EXPERIENCE REQUIREMENTS:

Additional information

-DESIRABLES: Performs supply management related analysis. Performs transaction analyses of maintenance and supply functions within Global Command Support System - Army (GCSS-A). Develops specific plans of action to resolve supply and maintenance inefficiencies at the field and sustainment level repair facility. Makes decisions on disposition of overage maintenance jobs, ensures maintenance and supply data from work sites are delivered in a timely manner. Identify and analyze supply problems, and to solve critical logistical support problems. Coordinates major aspects of Supply and logistics in repair of equipment. Responsible for production of special and recurring reports. Reviews and analyzes computer generated reports. Coordinates supply processes. Identify and analyze supply and logistic problems that impact the repair facility. Logistical guidelines come from Army regulations -Supply/Maintenance updates and publications. Also works with other regulations and manuals. Independently interprets and applies, established procedures.
