Summary

The Bureau of Reclamation Dam Safety and Infrastructure office is seeking interested internal candidates to be considered for a professional development opportunity with the Budget & Administrative Services Office!

Location - Lakewood, Colorado and Location Negotiable After Selection, United States

This opportunity is for a detail or temporary promotion NTE 120 days. More than one employee may be selected. It will begin on/about June 3, 2024, or depending on availability of selectees.

Duties

  • Establishes goals, sets priorities, and assigns and reviews work and develops work standards and evaluates performance for multiple subordinates.
  • Provides comprehensive oversight, direction, guidance, and instruction for directorate-wide services, including budget, writing and editing, information technology, and administrative assistant/secretarial functions.
  • Develops and manages directorate-wide business practices, handbooks, and instructional guidance covering a broad array of topics (e.g., travel, information technology, work schedules) that guide and direct employee actions within authorities delegated to the Dam Safety and Infrastructure Director.
  • Leads initiatives and teams composed of supervisory and non-supervisory staff to review and refine instructional guidance that ensures accuracy, timeliness, and compliance with higher-level requirements.
  • Applies principles of continuous process improvement to refine and enhance existing processes.

Candidates may apply to be considered for detail or temporary promotion. This is a temporary assignment and cannot be made permanent without further competition. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). There is no specialized experience or time-in-grade requirement for applicants interested in the detail opportunity.

Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement at time of application to be considered for this opportunity.

Qualifications

Applicants currently at the GS-13 may apply to be detailed into this position.

Applicants currently at the GS-12 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
  • Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service demonstrating experience providing expert advice, broad program guidance, and facilitating the overall activities and functions in more than one of the following areas: budget, writing and editing, information technology, and administrative assistant/secretarial functions.

This position does not allow for substituting education for experience.

This is a detail or temporary promotion for up to 120 days. The opportunity will begin in or about June 3, 2024, or as soon as the selected applicant(s) are available. Employee(s) selected for this detail or temporary promotion will return to their position of record at the end of the detail.

Reclamation has determined the duties of this position are not suitable for telework and the selectee may only be allowed to telework with prior manager approval in situational cases. Candidates selected outside of the Denver area may work remotely from their duty station.

If applicable, all travel costs including per diem, airfare, meals, etc., associated with the detail will be paid by the DS&I. A reduced per diem rate of 55 percent is in effect for temporary duty extended travel of 30 days or more. A higher per diem rate must be justified by the Deputy Commissioner, Operations, or the Director or Regional Director for their employees on temporary duty extended travel, per Reclamation Manual Directives & Standards - FIN 13-01, Temporary Duty Extended (TDE) Travel.
