Summary

This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as the Director of the Inspection Operations Division within OIG's Office of Inspections.

Duties

OIG's Office of Inspections (ISP) provides the Department and USAGM with systematic and independent assessments of mission leadership, policy implementation, resource management, and management controls. Inspections assess the effectiveness of programs; identify potential efficiencies and cost-saving measures; encourage self-evaluation and correction; and identify problems and recommend solutions. The office's work encompasses both overseas and domestic operations. ISP's Inspection Operations Division (ISP/OPS) is responsible for ISP's knowledge management program, office administration, and inspection planning and pre-inspection preparations. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation. The incumbent of this position serves as the director of the division, as well as the principal advisor to the deputy assistant inspector general for operations (DAIG-O), deputy assistant inspector general for inspections (DAIG-I), and the assistant inspector general (AIG) on planning, budget, staffing, administrative policies and procedures, and knowledge management activities. Major duties and responsibilities are listed below.

Serves as the primary advisor to the DAIG-O, DAIG-I, and AIG on both technical and non-technical matters related to knowledge management and oversees the development and maintenance of ISP's unclassified and classified knowledge management systems. Recommends enhancements to inspection processes and procedures and oversees the development of business process automations to increase operational efficiency and effectiveness.

Oversees the development and delivery of training courses to instruct staff on the functions of the knowledge management system and how the systems support the inspection process.

Reports directly to the DAIG-O, DAIG-I, and AIG on annual planning activities, to include preparing ISP's contributions to OIG and Department strategic and annual planning documents and conducting budget estimating and office-wide financial planning.

Leads ISP's inspection prioritization activities by assessing OIG inspection priorities, evaluating risk factors and resource constraints, and working with senior leadership to develop annual inspection plans.

Manages and coordinates all pre-inspection preparatory activities to include communications with inspected entities and Department stakeholders, survey development and distribution, development and deployment of inspection team tools, briefing materials collection and dissemination, and independence reviews.

Oversees the formulation of ISP administrative programs and operations to ensure an integrated support services program and appropriate coordination of functions with OIG's Executive Office. Serves as the primary liaison to OIG's Executive Office on matters pertaining to budget, human capital, procurement, travel, facility and information security, and other administrative matters.

Directs employee recruitment, orientation, and onboarding in ISP, including tracking the hiring and processing of new employees.

Serves as a second level supervisor, with one subordinate GS-14 supervisor and non-supervisory staff comprised of 9 FTE and contract administrative specialists, management and program analysts, and information technology specialists. Assigns work and provides direction to staff. Resolves unusual or precedent-setting administrative or programmatic issues. Establishes employee performance standards and plans and evaluates employee performance against standards. Develops staff through training and other assignments.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience applying and interpreting regulations, directives, policies, precedents, and procedures associated with organizational operations, in order to provide technical guidance and to establish management's position on administrative and programmatic issues.
  • Experience working with automated knowledge management and business process automation systems, sufficient to make recommendations on technical solutions to address organizational challenges.
  • Experience managing teams or work groups comprised of contractors, business process owners, subject matter experts, and other stakeholders.

There is no substitute of education for specialized experience for the GS-14 position.
