The incumbent assists the AAC in planning and implementing ODO administrative programs, coordinates ODO program administration, provides substantive and procedural administrative guidance to the ODO executive staff and overall coordination to the immediate staff of the AAC.

Duties

  • Assists the AAC in the overall management of ODO.
  • Implements many AAC decisions personally and follows up with AAC on decisions to ensure implementation.
  • Acts for and assists the AAC in the formulation, evaluation, and implementation of plans for achieving immediate and long-range ODO goals and objectives.
  • Acts as personal representative of the AAC on a variety of issues. Many of which are sensitive and critical requiring negotiations with executive staff of organizations inside and outside the Federal Government.
  • Participates in ODO planning and decision-making to contribute in determining ODO administrative policies and procedures and ensure implementation of both national and regional SSA plans and policies consistently throughout the ODO.
  • Assigns and reviews work, oversees activities and provides advice and recommendations to the AAC as well as managers and staff throughout ODO.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes program policy analysis; implementing and communicating changes in policies or procedures to leadership; interpreting and presenting management information; establishing office objectives, guidelines, and project plans for teams; formulating short and long-range goals and negotiating and/or coordinating work related changes, etc.

Qualification requirements must be met by the closing date of this announcement.

Applicants for promotion must have 52 weeks at GS-13 or higher.

Location: This position is located in the Office of Central Operations (OCO) Robert M Ball Building, 6401 Security Boulevard, Woodlawn, MD 21235.

TOUR OF DUTY: Monday through Friday. Flextime and AWS are available.

Note: Part-time employees may not be converted to full-time by way of this announcement.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This position is temporary not-to-exceed One (1) year. Temporary promotions or reassignments may be extended or become permanent.

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

The selectee will be required to file an OGE form 450, Confidential Financial Disclosure Report, in accordance with 5 CFR section 2634, subpart i.

This position is eligible for telework.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is a high risk public trust position. This is a non-critical sensitive position.
