Summary

This position is located at the Wyoming Community Based Outpatient Clinic in Health Informatics Service (HIS). The incumbent of this position reports to the Nurse Manager of Telehealth. The incumbent will manage the planning, development, evaluation, and oversight of the new and /or expanded programs using Telehealth or Connected Care for the Battle Creek Facility catchment.

Duties

Major duties include, but are not limited to:
  • Provides technical and administrative supervision to HIS/Telehealth staff.
  • Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Gives advice, counsel, and instruction to employees on both work and administrative matters.
  • Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
  • Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
  • Provides relevant clinical and/or administrative data to identify, quantify, and resolve organizational problems.
  • Develops, implements, and maintains processes and mechanisms for scheduling Telehealth and Connected Care Clinic resources and monitoring systems.
  • Develops, mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care.
  • Will direct the identification and incorporation of computerized data and information management tools and systems needed for Telehealth and Connected Care, as well as management of workload and budget.
  • Consistently monitors utilization, fiscal impact, challenges, and outcomes of Telehealth and Connected Care applications, shares, and disseminates information for continual quality improvement.
  • Provides input in the development of annual budget.
  • Develops a data collection and analysis strategy for evaluation of programs, including clinical, fiscal and satisfaction criteria for both clinicians adn patients.
  • Ensures programs comply with the VHA Credentialing and Privileging Handbook.
  • Provides leadership in evaluation, implementation and management of all new and existing Telehealth and Connected Care technologies.
  • Collaborated with the Facility Inventory Manager to maintain a current inventory of Telehealth technologies.
  • Assists with the development of local policies and protocols for delivery of Telehealth and Connected Care applications.
  • Responsible for overall planning, coordination, implementation , management, and evaluation of clinical applications of Telehealth and Connected Care throughout the facility and CBOCs.
  • Creates the strategic plan for Telehealth and Connected Care program at the facility level.
  • Established guiding processes for the tracking of all staff education and demonstration of competencies.
  • Ensures the Facility Telehealth and Connected Care programs comply with internal and external accreditation processes.
  • Inputs electronic work order requests for misc. projects.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 12 position you must have served 52 weeks at the 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Preferred Experience: 1 year experience with Telehealth and Connected Care technologies.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking. standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and confer Community and site visits will require the ability to drive a vehicle. Work is typically performed in an adequately lighted and climate-controlled office.
