In this position you will exercise first level supervisory authorities providing planning, directing, organizing, and exercising managerial oversight over nonsupervisory Security, Information Systems, Intelligence Analysis personnel and other organizational functions.

  • Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment.
  • Plans, organizes, and oversees the activities of the unit. Develops goals and objectives that integrate the overall implementation and administration of security processes for Physical Security, Industrial Security and Information Security of the unit.
  • Plans, organizes, and oversees the implementation and administration of the Personnel Security Program. Establishes local procedures for processing access requests for military, civilian and contractor personnel. Initiates and reviews all requests for personnel security investigations consistent with current directives. Manages the classification management program and supports Special Access Program Manager in developing classification guidance and making personnel security decisions.

  • Must obtain and maintain eligibility for Top Secret security clearance and Special Access Program accesses.
  • This is a designated Drug Testing Position.

  • Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to SAPs.
  • Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Special Program Security Certification conferrals are required
  • within 2 years of the established employee EOD or initial assignment date. Accordance with DOD 3305.13-M, DOD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016.
  • Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DOD certification(s) listed above.
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is providing specialized knowledge/technical expertise for cybersecurity T&E of aircraft and weapons systems; and operates and maintains the Test, Techniques, and Training (T3) Cybersecurity Laboratory within the T&E Modeling and Simulation (TEMS) facility; serves as a personnel security specialist responsible for personnel and program security documentation.

Desired Skills:
  • 2 years of experience effectively supervising employees and teams by practicing and complying with security requirements; fiscal/resource constraints; change management principles.
  • Experience in the analysis, development, implementation, maintenance, and enhancement of the information systems security program, policies, procedures, and tools is highly desired.
  • Experience in the management of long- or short-range programmatic resources (finances, manpower, and facility requirements), planning and integration is highly desired.


Knowledge, Skills and Abilities

  1. Knowledge of information, industrial, physical and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
  2. Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security procedures.
  3. Ability to establish effective professional working relationships with co-workers and customer, contributing to a cooperative working environment and successful accomplishment of the mission.
  4. Skill in developing, analyzing and evaluating SAP security programs to meet mission requirements and improve the security program for the organization.
  5. Ability to plan, organize work, and meet deadlines.
