THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST, Position Description Number D1251000 and is part of the HI JFHQ G4, National Guard.

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to serve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. In the absence of an officially established and filled position, may also serve as the Deputy to the Surface Maintenance Manager. The highest level of basic non-supervisory work directed is comparable to GS-09.
  • Directs, coordinates, and oversees the work of subordinate supervisors and employees.
  • Ensures that maintenance facilities manage workflow to attain established backlog goals. Using the current automation or other programs, monitors maintenance activities OPTEMPO funds usage to ensure proper expenditure and resource management.
  • Develops, implements, and oversees the quality assurance program for assigned surface maintenance facilities to ensure production goals as established and attained.
  • Provides technical guidance to assigned maintenance activities through coordinated assistance and/or evaluation visits.
  • Responsible for conducting periodical inspections of maintenance activities to determine adequacy of work, storage; and to support current density of equipment supported and personnel employed. Provides an analysis of needs, develops requirements, and coordinates recommendations to ensure adequate facilities are established and maintained.
  • Manages the state's Command Maintenance Evaluation Team (COMET).
  • Responsible for the hazardous waste/industrial hygiene program for the surface maintenance facilities.
  • Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

  2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

OTHER REQUIREMENTS:

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

MILITARY TECHNICIAN COMPATIBILITY:

Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

l. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

m. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

n. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

o. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.
