Summary

The U.S. DOT Volpe Center is seeking Supervisory Transportation Analysts to fill multiple technical Division Chief positions across the organization. You will be responsible for developing and implementing transportation policies and programs and providing technical guidance on regulations, policies, strategic planning and coordination of programs and affiliated initiatives and activities. Duties

As a Supervisory Transportation Analyst, you will:

  • Manage the Division's portfolio of projects and staff to deliver highly complex technical products and programs on time and within budget.
  • Strengthen existing internal and external relationships and build new business opportunities.
  • Manage programs and projects in accordance with DOT Strategic Plans and project management standards and best industry practices, including developing and managing Inter Agency Agreements (IAA) and ensuring the Division's portfolio of projects meets the high priority needs of the DOT.
  • Partner and collaborate with the management team to implement and enhance mission requirements.
  • Manage the budget and operation of the Division, including supervising, developing, leveraging diversity and hiring Division staff.


The ideal candidate for this position is a senior level professional who functions independently and demonstrates leadership in team environments and/or managing people. The ideal candidate also has strong analytical, strategic planning, and communication skills to advance an organization/agency mission in an entrepreneurial, fee-for-service business environment. Experience in analyzing and providing recommendations for improvement of transportation policy and an ability to meet organizational goals is desirable.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience planning and conducting transportation projects/programs (e.g., surface transportation, environmental, community, infrastructure, construction, safety, outreach/marketing, international, transit, maritime, etc.), OR
  • Experience researching, identifying, and/or assessing the impact of transportation project/program investment (e.g. surface transportation, environmental, community, infrastructure construction, safety, outreach/marketing, international, transit, maritime, etc.),emerging transportation technology programs, infrastructure grants/financing, equity assessment, or comparable transportation work involving public policy, AND
  • Experience providing leadership of a project team or organizational office.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Knowledge - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform transportation infrastructure, policy, and/or program management work; works with, understands, and evaluates technical information related to the development of infrastructure financing, promoting innovation in transportation infrastructure, and administering grant programs; consulting skill and advises others on technical issues; and a high degree of writing and oral communication skill.
  2. Program Management - Knowledge of the principles, methods, and tools for the coordinated management of programs to include providing oversight projects, providing technical guidance, integrating dependent schedules and deliverables, and related activities.
  3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  4. Written and Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
