Summary

The Veterans Benefits Administration has three Regional Processing Offices (RPOs) where personnel provide Veterans, their dependents, and survivors with information, advice, and assistance regarding the availability and procurement of education benefits under laws and regulations administered by the Department of Veterans Affairs (VA) and other agencies. As such, this position is location in a VA RPO.

Duties

Duties include, but are not limited to:
  • Provides information to Veterans, their dependents and survivors regarding Education benefits under laws administered by VA.
  • Provides leadership and direction to the Division and coordinates activities with other Divisions and Regional Offices.
  • Champions the principles of quality improvement and assures timely, accurate products of high quality and provided to Veterans.
  • Uses delegation to make decisions including basic eligibility for EDU programs. Assumes final responsibility for proper interpretation and uniform application of laws, regulations and instructions.
  • Ensures Division follows VBA program integrity objectives which are monitored through internal control processes.
  • Evaluates effectiveness of assigned programs. Identifies and develops ways to resolve problems or cope with issues which directly affect org accomplishments.
  • Assists in developing milestone plans and objectives for assigned management projects. Performs broad and complex studies and analyses across org and functional lines on a variety or projects, issues and case studies.
  • Provides supervision, direction guidance and leadership in effective methods to task work, solve problems, answer questions, correct deficiencies, evaluate support and to assure the mission and program objectives are being met.
  • Initiates personnel actions (recruitment, promotion, reclassification), interviews and selects employees and actively supports a diverse workforce.
  • Sets performance standards and evaluates the work of employees. Hears and resolves grievances. Effectuates disciplinary actions. Evaluates training needs and develops skills of others.
  • Sets priorities and assigns work to subordinates based on agency initiatives and goal, level of difficulty/capability and expertise.
  • Partners with stakeholders to assist in the development of policies and procedures and the understanding of VA Education benefits.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated documented expert level knowledge of laws affecting Veteran's Education Programs and Benefits and a full and complete knowledge of the laws, regulations, precedent opinions of the Court of Veterans Appeals, authoritative opinions of the General Counsel, and the procedural requirements affecting the field of Education benefits' programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
