Responsibilities to Anticipate for this role
  • Manage the General Dynamics Land Systems (GDLS) Small Business program and related subcontracting.
  • Establish company goals to align with government requirements and monitor performance to ensure Small / Diverse subcontracting compliance.
  • Support goal setting of Small / Diverse Business in proposal development.
  • Develop subcontracting plans compliant to regulations, policies, and flow-down clauses.
  • Report Small / Diverse Business subcontracting performance to all levels of management including executive leadership.
  • On-board suppliers in all diverse categories and maintain a directory to support procurement and proposal activity.
  • Perform periodic supplier certification confirming business classifications.
  • Participate in outreach to small business concerns, including small and diverse business fairs, training, and education programs.
  • Cultivate positive relationships with federal, State, and local agencies who promote Small / Diverse business participation in contracts.
  • Support compliance audits as the Small Business Subject Matter Expert (SME).
  • Recommend and drive implementation of changes to company policies to ensure ongoing compliance with contractual obligations, including appropriate recordkeeping procedures.
  • Develop and execute training plans for internal business partners to gain and maintain program adoption.
  • Prepare and submit Individual Subcontracting Reports (ISR) and Summary Subcontracting Reports (SSR) and enter data into the federal government's electronic Subcontracting Reporting System (eSRS) and review and approval of subcontractors Small & Diverse Business Subcontracting Plans and approval of their eSRS submissions.
  • Some travel for networking and related conferences will be required, possibly outside of normal business hours.

Qualifications Sought
  • Bachelor's Degree with preferred 5-7 years or more with prior relevant experience
  • Background or experience within defense industry preferred.
  • Strong proficiency in Small Business and Supplier Diversity Management
  • Knowledge of FAR / DFARS, specifically FAR 52.219 preferred
  • Knowledge in U.S. Government, State and local procurement laws, regulations, and contract provisions regarding the utilization of Small / Diverse businesses.
  • Acute attention to detail as well as the ability to interpret and apply complex regulations.
  • Ability to work independently and in teams.
  • Critical thinking and excellent problem solving and analytical skills
  • Effective written and oral communication skills including ability to present to all levels of management
  • Self-starter with strong organizational, time management, planning and follow-through capabilities.
  • Must have high energy, good interpersonal skills, communication, and presentation skills with strong leadership skills.
  • Proficient Microsoft Office Suite skills (Excel, Word, PowerPoint, etc.)
  • Preferred working knowledge of ERP functionality
  • Prospective employees must be able to certify U.S. Person status.
  • Travel required
