Program Operations Unit

This unit functions to assess, monitor, and provide technical assistance to DFSS' funded Chicago Early Learning Programs, partners, and contractors, to ensure agency's program compliance and performance with federal, state, and local early learning guidelines for continuous quality improvement across various content areas such as health, family engagement, program design and management foundations, early childhood development and education.

Essential Duties

  • Conducts regular monitoring assessments/visits of DFSS' funded early learning programs, partners and contractors to evaluate their performance in various program areas
  • Prepares reports documenting site visits, identifying agencies' performance levels, areas of deficiency, noncompliance and/or concerns and their need for technical assistance and training
  • Provides on-site technical assistance, guidance, and support to delegate agencies, partners and contractors to correct and assist staff with developing integrated improvement plans
  • Conducts follow-up visits to agency to evaluation and to assess progress on improvement plans
  • Serves as a resource person to delegate agencies, partners, and contractors in the various program areas (e.g., education, health and nutrition, family engagement and involvement, and program management) as part of an integrated program operations team
  • Maintains computerized records to document work activities (e.g., delegate agency compliance reporting, site and enrollment monitoring assessments, TA support, various contact with the early learning programs)
  • Identifies educational and community resources to render services to children and families
  • Works collaboratively as a team member in assessing and enhancing the educational and social service programs provided by delegate agencies
  • Assists in other duties related to the overall mission of the division.


Program Development and Quality Unit

This unit functions to support quality programming by providing training and technical assistance to programs. This unit evaluates data to inform planning of the annual training calendar, build support services for teachers and staff, and manage all professional development opportunities. The quality unit manages support service contractors and vendors that promote high-quality care and education services.

Essential Duties

  • Conduct internal and external trainings, webinars, and workshops.
  • Provide intensive technical assistance to delegate agencies related to content area non-compliance and track progression according to corrective action plans
  • Work with support services contractors to build internal and external training plans related to content areas
  • Collect and Analyze data relating to content areas to devise programs goals and implementation plans
  • Conducts annual evaluations to DFSS' progression on improvement plans, self-assessments, and division goals


Health and Safety Unit

Support Services Coordinators will assist Chicago Early Learning (CELS) programs with creating and/or strengthening health systems using results from monitoring and follow up reports, health data, T/TA assessment and other key health and safety indicators to determine and direct technical assistance.

Essential Duties

  • Ensure quality services and compliance is being implemented in early childhood settings.
  • Networking and providing consultative monitoring and technical assistance to agency staff to support programming and meeting program goals in specific content areas such as education, program governance, program design and management, health, etc.
  • Conduct agency/site visits at a minimum of three days per week.

Shift: Monday-Friday ( based on operational needs)

Hours: 8:30 am - 4:30 pm*

9:00am - 5:00pm*

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Early Childhood Education, Education, Social Sciences, or a directly related field plus two years of work experience in education or social service or an equivalent combination of education, training and experience

A valid State of Illinois driver's license is required

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected

Preference will be given to candidates possessing the following:

  • Previous experience monitoring of Head Start and ISBE (PFA/PI) programs in the area of health and safety services, nutrition services, mental wellness and knowledgeable about the inclusion of children with differing abilities
  • Previous experience writing monitoring reports based on data, data analysis and needed follow-up
  • Previous experience with state, federal and local regulations that govern ECE programs for compliance and performance.
  • Proficiency with Microsoft software applications
  • Master's degree in early childhood development, social sciences
