Summary

This Support Services Specialist position is located in the Administrative Services Division. The Administrative Services Division has responsibility for providing the full range of administrative and management support services to the FLRA, (OGC), and Federal Service Impasses Panel (FSIP). The services provided include communications, procurement of administrative supplies and equipment, property management, space and records management, mail service, facilities, etc.

Duties

PRIMARY DUTIES

  1. Assist the transit benefit program; from answering questions from employees to pointing employees to other helpful resources where questions can be answered. The incumbent will provide first-had knowledge for the development and update of the FLRA travel policy.
  2. Assist with the agency travel program. Act as the liaison between employees and the vendor of the travel program. Responsible for ensuring employees are able to properly input their travel claims, to ensuring agency lines of accounting (LOAs) are correct, to querying BFD employees about old policies that may affect new systems, to speaking with the travel program vendor gaining knowledge to share with the agency, as well as training employees on the system.
  3. Assist with market research for agency-wide procurements for the FLRA offices. Use that market research to construct requirements documents leading up to the credit card purchase or contract.
  4. The incumbent shall assist with invoice retrieval. The incumbent will process invoices from vendors on contracts with the FLRA. The incumbent will review and forward the invoice to the Contracting Officer's Representative (COR) and Contracting Officer (CO) for review and approval.
  5. The incumbent shall be in charge of the file room and records management for the ASD within the FLRA. The incumbent will be in charge of maintaining the filing system and shall provide valuable input on how to create a uniform process for contract files.

The work is mostly sedentary, but walking, climbing, and bending to inspect operations, standing for extended periods, and related physical exertion is required on occasion.

Qualifications

In order to receive full consideration, applicants must have:
  • Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:
  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.


Education

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,06/14/2024.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at

Education Graduate Education: Major study public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-12.
