Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPPORT SERVICES SPECIALIST TITLE 32 PERMANENT, Position Description Number D1595P01 and is part of the NH ARNG DCSIM, National Guard.

Duties

Directs administrative services in support of widely dispersed professional, technical, military and support personnel of the National Guard statewide.

Coordinates all administrative functions within the operating components of the state to provide the most effective support; forecasts problems and needs, identifies required resources to include budget, and develops staff facilities and procedures to carry out the resulting program; provides leadership in negotiating with operating personnel and in securing acceptance of proposed programs. Manages and uses funds allocated for operation of the branch, including stockroom, property maintenance, and other reimbursable accounts. Assesses effectiveness of programs within the broad National Guard Bureau (NGB)/state framework, recommends such adjustments in organization structure or policies and procedures as required to accommodate existing or changing circumstances. Particular attention is given to providing administrative support to newly established programs.

Plans and assigns work to be accomplished within the branch. Sets priorities and prepares schedules for completion of work. Makes assignments based on priorities, difficulty and the capabilities of individual employees. Conducts employment interviews and recommends employees for appointment, promotion or reassignment. Establishes performance standards. Monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees; resolves those which can be informally resolved or makes recommendations for resolution to appropriate official. Identifies developmental and training needs of employees and provides or obtains training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended.

Conducts studies and surveys, analyzes data in order to recommend the selection and utilization of the most efficient equipment and supplies associated with records management activities. Develops and directs a statewide records management program. Establishes policies and procedures to ensure compliance with effective records management practices. Responsible for planning, controlling, directing, organizing and training activities with respect to records creation, maintenance, use, and disposition. Conducts periodic surveys, analyzes data and reviews operating procedures to evaluate the effectiveness of the records management program. Analyzes and interprets regulations and directives from the higher echelons affecting the records administration program and directs the implementation of such policies. Exercises supervision over the establishment and operation of a Records Holding Area (RHA).

Serves as Printing Officer and is responsible for managing the state's Federal Printing Program, providing printing services in support of the National Guard state headquarters and subordinate units. Is technically and administratively responsible for the printing, duplicating, and copier programs within the State. Determines whether printing/duplicating services requested can be legally provided using Federal funds; determines whether the printing facility is capable of producing the product; determines if funds are available to procure and determines the procurement avenue to be used. The determination to keep production in-house is based upon the capability of the facility, but will not exceed two colors per individual job and the aggregate number of impressions will not exceed 25,000. Analyzes copier equipment capabilities throughout the state against production requirements and makes recommendations for upgrades or downgrades of individual equipment or possible consolidation of individually placed equipment into copy centers.

Develops and implements policies and procedures necessary for the effective administration of the Freedom of Information/Privacy Act (FOIA/PA) Program. Responsible for maintaining a register of incoming FOIA/PA requests and ensuring that a response is furnished within the time limitations specified in these Acts. Coordinates FOIA/PA requests with the state Judge Advocate General (JAG) for a legal determination regarding releasable information. Analyses each FOIA/PA request and makes a determination regarding assessment and collection of appropriate research and copy fees. Develops, coordinates and conducts FOIA/PA training seminars and workshops to ensure understanding and compliance with established directives.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. GENERAL EXPERIENCE: Must have experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning and organizing work, and skill in dealing with others in person-to-person work relationships. Experience working with people from various levels and backgrounds to obtain their cooperation or compliance with procedures, rules, or practices. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-09 - Must have one year of specialized experience equivalent to the next lower level (GS-08). Experience that demonstrates knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.

Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.

Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.

Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.

Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. Education

Substitution of Education for specialized experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9; and 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-11.
