This National Guard position is for a SUPV IT SPECIALIST (NETWORK) (T32), Position Description Number D1566P01 and is part of the AL 280th CBCS, National Guard.

Duties

(1) Directs the planning, engineering, testing, evaluation, modification, security and reporting of the full range of C-E (Communications-Electronics) equipment and systems assigned. Provides technical and analytical guidance and support for telecommunications systems while considering the telecommunications needs of users, operational practices and procedures, message handling practices and procedures, message handling techniques, local and wide area computer network requirements, communications security requirements and similar specialized knowledge of information technology. Provides highly complex technical and operational solutions that support unique command and control telecommunications systems requirements.

(2) Ensures the proper use, management, and training of all supervised personnel, consisting of multiple technical disciplines. The Base Systems Flight consists of various and diverse technician positions, to include Education and Training, Military Personnel, Administrative Support, Information Assurance, Network Management, and Network Plans. Each position requires specific technical knowledge and skills. Subordinate positions vary in grade from GS-7 to GS-11. The base level of work is GS-11. Practices efficient position management and ensures position descriptions of subordinates are accurate. Realigns duties within the flight to ensure efficient use of assigned manpower to accomplish unit's mission.

(3) Consults with users and managers to determine specific locations and requirements for the particular system installation. Identifies requirements for and coordinates necessary improvements with customers. Develops technical solutions to support equipment installation. Directs, recommends, and implements remedial actions to correct problems or deficiencies. Advises the Commander of significant issues and matters affecting the design, capabilities, and security of the unit's telecommunications systems.

(4) Interviews and recommends selection of new employees. Provides training and orientation. Ensures new employees are briefed in their duties and responsibilities. Establishes work performance standards and discusses and assigns annual performance evaluations. Initiates disciplinary actions, promotion actions and step increases. Recommends awards and approves leave. Manages overall personnel program within the section.

(5) Plans, develops, and implements local policies, procedures, and goals for effective administration, direction, management, and operation of the section. Maintains current information on system/equipment status, modifications, and related matters through on-site visits and use of unit support functions in order to analyze and report the organizations mission support posture. Initiates action required to maintain maximum degrees of efficiency and reliability.

(6) Maintains constant coordination between workgroups inside and outside of the unit, because complexity, cost, and uniqueness of the work involved require considerable planning and coordination. Many projects require substantial interaction among several different units and organizations to complete. Works to bring many resources together in a timed and coordinated sequence to accomplish projects in a timely and efficient manner. Keeps abreast of frequent, substantial, and unexpected changes in work operations and other external requirements that impact the timing and effective use of resources. Considers and advises all participants (internal and external), suppliers, and contractors of changes and coordinates changes to reprogram or reschedule intended projects to meet mission requirements. Must be flexible and adaptable to quickly react to unexpected changes that could jeopardize mission accomplishment.

(7) Establishes and implements Customer Service Center (Help Desk) to receive trouble calls and complaints from all supported customers. Maintains an automated/manual trouble log to ensure troubles or dissatisfaction of customers are corrected and resolved. Oversees telephone systems administration.

(8) Prepares and submits budget estimates and revisions for the procurement, installation, and operation/maintenance of equipment and supply items. Monitors logistic support planning and programmed requirements for new equipment as required. Analyzes and evaluates new requirements and recommends most efficient completion method.

(9) Ensures formulation of comprehensive training plans for each function and specialty within the section. Ensures drill status guardsmen (DSG) are properly trained and able to perform the telecommunications activities.

(10) Monitors and controls the expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals. Identifies resource shortages or projected shortages to the commander.

SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade in each of the following tasks: Experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

For Supervisory Positions, add the following Specialized Experience:

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
