Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements.

This National Guard position is for a T5 AUDITOR Position Description Number T5148P02 and is part of the South Carolina Army National Guard.

Duties

***This is a Title 5 National Guard Employee position description.***

Location: United States Property and Fiscal Office (USPFO), Internal Review. Incumbent serves as an agent (in training) of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Coordinates and performs reviews of accounting and operational functions. This position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to Internal Review Division Chief, located in the USPFO, but receives guidance and directions and work review from a higher graded Internal Review Auditor.

This position is open to Area 1 only.


Area 1: Current employees (Tenure 1 and 2 / internal to the Agency)

Area 2: All other applicants (external to the Agency)

To qualify an applicant for any GS-0511 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification factors are applicable to all four GS-0511 career levels:

Skilled in collecting and analyzing data effectively, efficiently, and accurately.

Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats;

Ability to comprehend and/or apply problem-solving and negotiating techniques;

Skilled in working with multiple software computer programs;

Skilled in presenting formal training presentations and briefings; and,

Skilled in applying procedures and directives by reading and interpreting program material.

Qualifications

General Experience - All on-board Series GS-0511 personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, for a new hire applicant, apply his or her collective experiences that are commensurate or equivalent to the comptroller business with competencies of the auditor program's principles and concepts defined by the Series GS-0511 for a specific position.

Specialized Experience - Are experiences that prepared the on-board employee or new applicant to perform the auditor duties of the identified GS-0511 graded-position. An applicant must demonstrate the specialized experiences, as applicable and defined for each GS-0511 position, in order to qualify for a position identified by its applicable position description's GS-Grade and/or its Financial Management Certification Career level.

All auditor employees must obtain and maintain the appropriate certification requirements and consistently maintain certification levels. All GS-0511 dual status technician employees, who do not complete the positions' required Financial Management certifications within 24 months of initial assignment, are not retained in their positions.

As a condition of continued employment in the GS-0511-09 position, the employee must complete the position's directed financial management certification within 24 months of appointment to the position.

CONDITIONS OF EMPLOYMENT & NOTES:

1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

2. Must be able to obtain and maintain the appropriate security clearance of the position.

3. May occasionally be required to work other than normal duty hours; overtime may be required.

*** "This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG." ***

OTHER TITLE 5 EXCEPTED SERVICE GS-0511 QUALIFICATION REQUIREMENTS:

1. Veterans' Preference Program criteria are ALWAYS applied to identify the well-qualified applicants.

2. The Priority Placement Program criteria are ALWAYS processed and cleared PRIOR to advertising Internal and External positions, via Job Vacancy Announcements.

3. Prior to Title 5 Excepted Service appointment, an applicant must have a current completed/cleared drug test.

4. Possess a valid state driver's license to operate government motor vehicles, for the state in which the applicant/employee lives or is principally employed, in accordance with Service specific Vehicle Operations Directives.

5. Must possess or be able to obtain the proper secret clearance (type and level) within one year of appointment according to DoD Personnel Security Program Management Directives.

6. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must complete all Financial Management Program education and training.

7. As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must meet the DoD directed civilian financial management certifications for the Comptroller position within two years of initial hire date or promotion appointment date.

8. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

9. The Title 5 Excepted Service employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.

10. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee's supervisor must monitor and track the employee's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate to ensure the GS-0511 employee attains his/her certification levels within the required time periods.

11. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to obtain the required Financial Management Certification and education requirements.

EDUCATION REQUIREMENTS

Series GS-0511 Positive Education Requirements

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."
