Job Duties

This position will lead efforts to identify, design, develop, and facilitate implementation of talent management and organizational development strategies that align with the Virginia Department of Health's Strategic Plan and the Virginia Plan for Well-being. Directly participates in recruiting talent for critical and hard-to-fill positions and helps guide the recruitment process for all other agency hires. Serves as a lead for agency wide V3 initiative as well as operationalizing VDH's social media and job fair presence for recruitment. Serves as a lead and/or supervisor of a team of Talent Acquisition Resources and HR staff. The primary focus areas for this position are in the functions of talent acquisition and competency modelling. Emphasis on using advanced project management, program development, and platform/facilitation skills.

Minimum Qualifications

• Considerable knowledge of employee attraction, recruitment, engagement, development, & retention strategies, including within complex, technically oriented functional areas
• Experience drafting and presenting data-driven presentations to large audiences i.e., recruitment trends, sourcing data, or time to fill, or turnover.
• Demonstrated ability to analyze/synthesize complex data from multiple sources into actionable recommendations
• Demonstrated ability to develop conceptual, strategic, and tactical frameworks to achieve objectives-based results
• Knowledge, skill, & demonstrated experience with identifying gaps in current/future staffing, competencies, processes, & organizational systems
• Knowledge & experience with change management principles & methods
• Demonstrated experience managing projects and initiatives, including developing project plans, identifying stakeholders, preparing corresponding communication plans, identifying milestones, deadlines, and metrics to assess results

Additional Considerations

• Experience/ Education/Training as an HR or Talent Acquisition professional, or related field.
• Industry recognized professional training (e.g., SPHR, SHRM-SCP)
• Experience working within state government
• Demonstrated knowledge of full-cycle recruitment principles, practices, processes, and systems.
