Position Overview: The Teacher Incentive Allotment Data Strategist will play a critical role in the planning and implementation of House Bill 3's Teacher Incentive Allotment, which aims to provide a pathway for outstanding Texas teachers to earn six-figure salaries. This position will work with internal and external partners to oversee the data collection and analytics needed for successful implementation of a local designation system.

The role's main work will fall into three broad areas: developing and delivering technical guidance to districts regarding data validation, data submission, and the Texas Value-Added-Model, developing and leading districts in the use of statewide performance standards to designate highly-effective teachers, and developing and delivering technical assistance and data processing related to teacher eligibility.

The ideal candidate will have prior experience with using data to make informed decisions, developing technical assistance to communicate complex statistical methods to a non-technical audience. This individual reports to the TIA Data Manager.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Data Validation: Lead process with external partners, local education agencies, and other agency divisions to develop processes and resources, implement procedures, and train stakeholders through various training materials on the TTU data validation process, statewide performance standards, statewide Value-Added-Model, and designation determination.

2. Data Submission: Support work related to the Teacher Incentive Allotment's data submission process, which allows districts to designate teachers to generate an allotment.

3. District Technical Assistance: Design, source, vet, disseminate, and promote high-quality technical assistance and resources that will support districts in understanding and improving their TIA systems based on TEA's evaluation.

4. System Eligibility and Alignment: Support district TIA system development through technical assistance and data processing related to teacher eligibility and service IDs. Lead process of system alignment to confirm accuracy of local designation systems during data submission.



Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Experience: At least five (5) years of professional experience with at least three (3) years in the field of education.

• Substitutions: An advanced degree may substitute for two years of required experience.

Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Skill in analyzing problems and devising effective solutions

• Strong analytics skills including advanced Excel skills

• Ability to produce high quality technical assistance training materials to an adult audience

• Experience with record keeping, including security procedures for handling, protecting and distributing confidential data

• Ability to maintain accuracy and meticulous attention to detail with an ability to produce high quality work in a dynamic environment

• Highly organized; ability to manage multiple projects at one time and meet deadlines

• Understanding of educational systems and relevant state and federal K-12 education policy and research base is preferred

• A desire to self-reflect, give/receive feedback and continuously improve

• Strong leadership, management, interpersonal relations, public speaking and writing skills
